OP, why don't you explain exactly what you think the term "environment" means. Because I'm pretty sure that's what's got you so confused. If you understood what it meant, then you would understand that the FAQ quoted earlier in this thread explicitly tells you that there was not going to be a Japanese server.

OK, I see you're going to need to have this spelled out for you in excruciating detail.

ESO didn't have a Japanese client and wasn't sold in Japan through any official partners.

Some Japanese gamers may have bought it online despite that, and would have been playing using the English client, but without a Japanese client they would be only a fraction of the gaming population in Japan.

ZOS decided to target the rest of the gaming population in Japan by releasing a Japanese client and getting an official partner in Japan to sell it to Japanese gamers.

The partner in Japan selling the Japanese client is only authorized to sell ESO to customers in Japan, and therefore has an IP lock.

The Japanese partner will happily sell you ESO (with the Japanese client) if you're in Japan at full price, even if you already have an ESO account. If you buy it from them then hey, congratulations you've now got 2 ESO accounts so you can play even more characters!

If you already have an ESO account and you're in Japan then ZOS doesn't care if you don't buy it again because you've already bought it and you can already play. This release is to target people who didn't already play ESO because their language wasn't supported.

Read the FAQ that's been quoted in this thread. It explicitly tells you that people buying the Japanese version of the game will be playing on the same server as people buying the English version. The only possible way anyone can misunderstand that is if they don't understand what is meant by "environment".

This one is the one we're discussing already. It's a quote from DMM saying there will be an IP lockout, but it never actually says there was going to be a separate server. Again, the community made an assumption that was never corrected.

This one doesn't even mention servers to start with; it's initially about the Japanese release date, and nothing else. A bit further down the page is a post by a forum user assuming that it means there will be a separate server, but again there is no proof of that.
