I am fine with people having second chances after a temp ban and a strike system against accounts. However this needs to be communicated by ZOS and they also need to take away any gain the player made whilst cheating.
The accounts (and owners) also need to have a clear mark against them and this to be conveyed that should they abuse again in any way the ban will be permanent.

As more people wrote it on the forum here, there is a third party software, that enables people who know how to use it to gain unfair advantages in the game (like infinite ultimate for example, or god mode).

Generally because you want to catch the people who are still passionate about the game or don't know better. There are a number of blog entries and videos from CCP Games showing the numbers who turned around after warnings/bans.
The thing is you do actually want to retain your players but you want to show them that cheating and abuse is not acceptable within the game. If ZOS manage to fix their detection systems and start regular and strict enforcement of exploitation then a two strike system isn't a bad thing.@Turelus - EU PC Megaserver

ContraTempo✭✭✭✭Jail. Seriously, if someone hacks the server (which IS what you said) it is a violation of state and federal law. Fines, imprisonment. Running exploits is one thing but you do not want to become the subject of an investigation for illegal access (including exceeding approved access) to a server.ContraTempo
