I chose option two: A ZOS employee should talk to them and ask them to not do it again, then unban them, give them a second change
I am fine with people having second chances after a temp ban and a strike system against accounts. However this needs to be communicated by ZOS and they also need to take away any gain the player made whilst cheating.
The accounts (and owners) also need to have a clear mark against them and this to be conveyed that should they abuse again in any way the ban will be permanent.

If they really hacked a server, they should be charged with breaking a crime. Seems like it would be in par with breaking an entry.

Why ZoS should waist human resources for this? Just perma ban and we can go on.
