I vaguely remember something similar when i testet a purge bot with meriterious in pvp, years ago
If i remember correct: From 4 targets i used to reapply the buff two two fixed and 2 random group members. I dropped the set soon after and never bothered to investigate or associated it with classes (note that was before warden and necro came out)
Interessted if anyone finds out the reason. Or if its just typically bad code
Yes, meritorious and powerful assault behave the same as it seems. Known for a long time in pvp but i guess nobody at ZOS did care.
Seems that quite a similar logic applies to certain other skills like echoing vigor. Without anyone having any health missing, always the same players will receive the healing / buff (different to the radiating regeneration logic).We want firing off Dark Exchange in the middle of combat to feel awesome... - The Wrobler

It's pretty silly playing a Templar DPS in raids and discovering you are missing a buff and the only way to receive it is to banish the other DPS to the opposite end of the room.....

Haha yeah well playing Necromancer is bad enough being shoehorned into the awful colossus ultimate. BUT while that sucks, I don't think Magplars should have to suffer 0% PA uptimes.
Unfortunately on cmx and logs my powerful assault uptimes in our group are always the lowest. I have not had a fight where my powerful assault went above 2%.GM and raid leader of Hot Girls Play DPS, the cutest guild EU1 -
Grumble_and_Grunt✭✭✭✭Another raid, another day in the life of a Templar trying to get some PA uptimes.... Last image is also on Nahvi in vSS, where the DDs going into portal still have higher uptimes than the Templar that is in the fight being buffed repeatedly.
Though 3 less DDs going portal did mean the User of the set did get some uptimes (even though tooltip states user should always receive the buff)

✭✭✭✭✭This is a fascinating bug and one that likely has implications for many sets beyond.
If ZOS ends up fixing it, I would hope that they would implement said logic fix to prioritize targets without a buff for ALL buff sets rather than limiting it to only Powerful Assault.1 -
