I've only had them drop on the first boss kill - one on EU, one on NA. No further drops despite lots more boss kills on EU server.

I have received most of mine from dragon kills. I also received 2 from looting runestones in elsweyr, and 3 from looting treasure chests in elsweyr.

A guildie reported looting one from a Nirnroot node yesterday.

I got more than one on a character by killing dragons.

I got 2 from trash mobs in a delve.
3 from bosses in a public dungeon
1 from a dragon. All in about 2.5 hours

All on 1 char.
