That’s 1 hour 40 mins to run it 10 times in the worst case scenario (no guild or friends to do vet), and get a guaranteed motif drop. With a good group, a vCR+3 run grants one page and takes less than 15 minutes. This can be repeated on each of up to 15 characters weekly per account.
People would farm Morrowind chests for days and not see a single Buoyant motif. They would have killed for a guaranteed page with less than 2 hours of farming, or the ability to get 15 in a week with no RNG.
Akaviri and Ordinator were not much better. IIRC some of those pages cost 200k AP, which is a much longer grind than Welkynar.
@WrathOfInnos Ten minutes to do nCR +3 with a PUG group from zone chat? That's a good one. And I would venture to guess most players don't have multiple characters that could reliably run vCR+3 in fifteen minutes, let alone ~15 characters or two accounts. You sound like a serious end game player that is very out of touch with the reality of people who are not on your level.

@weedgenius @Pink_Violinz You misunderstand my points. I’m aware that few people are clearing vCR+3, that is why I based my time estimate on farming nCR. I’m not sure why anyone doubts that pug farming normal Cloudrest is doable, I got my first set of Siroria through this method. Call it 15 minutes if you’d prefer, but it’s still a couple hours per page. These groups are going all the time, just step into Craglorn and look at zone chat. As long as a couple people know how to do the portal phase the runs go smooth, since all other mechanics are not punishing on normal.
Anyway, even if the motifs could not be farmed on normal, and hypothetically required vCR+3. There would still be an entire community of players that could farm them and sell to others. No elite PVPer can make 500k AP (thanks @VaranisArano for checking price) in 15 minutes for an Ordinator page, but plenty of elite PVE players are capable of Cloudrest HM.
Whether you are in a top trials guild or just started the game, it is objectively quicker to obtain Welkynar pages than some previous rare motifs. And I am happy that they chose to reward doing fun content instead of making it rare through RNG and opening thousands of overland chests.

Why not have odds of getting 1 full motif page set as...
And have the Welkynar Binding from the weekly quest changed to a Welkynar Token. Which x amount of could buy you a page so that if the RNG odds from above aren't in your favor you could still get them eventually.

What kind of grind is that? Who from ZOS in their bright mind came up with this idea? Not even talking about new BG outfit styles those come from different BG modes! This truly got out of hand, i'm at this point saying goodbye to all collectible hunts and such, which i very strictly continued so far.

Why are you complaining again? Just do +3 normal or buy them off the guild stores, you do realize they are Bind on EQUIP which means the market will be saturated with them soon enough.
If anything I'd have 1 frag drop off normal +0, 2 frag off +1 etc but as it is, the stores will be flooded with them soon enough.
I think all you complainers are just lacking in patience... and instead of dealing with reality you will report this post and cry some more.
Have you ever stopped to consider that the time you sit here complaining you could be farming Telvar and making boat loads of money that you can buy the fragments and the motifs with?
It's just like the complaints about lootable containers in Clockwork City, instead of just making money doing fun stuff ya'll would rather run in circles looting CONTAINERS.... PLEASE stop complaining, you are diluting the REAL problems such as the sprint bugs, the mount bugs and the bar swap bugs and Bind on PICKUP items that you can't even trade. You should be ecstatic that these items are even B o E and not Character bound LOL!
Focus guys, go in Imperial City this weekend and make BANK then just buy whatever you want. If you don't know how message me in game and I'll get you in my guild and we will TEACH you step by step how to make boatloads of cash. I bought every single Psijic mount using GOLD (and a few donated crates from guildies).
