If your skeleton is wearing a robe as well, I'm sure it's part of the Halloween Witches quest.
If you want to farm for Plunder Skulls, you can do so in your skeleton form. Just go to a Delve and kill the boss to get a Plunder skull. In there you can find recipes, Hollowjack motifs and other neat loot.
Otherwise, just press C, scroll down to your buffs and right click on the buff you want removed. Should be some kind of haloweeny witches brew buff.
If you want to active the buff again, go to your collections/mementos and active the Witches Whistle.
Dragonborn, huh? Was it your ma or your pa that was the dragon?
On PC you could cancel it, if it is the event buff:
Go to the character window and right click on the event buff...
But I have no idea how it works on console.

Just so that everyone knows, my Altmer still can't have black hair. About a dozen of Altmer NPCs in the game have black hair. Just saying.
