No, if the MSVC runtimes are missing, the process won't even start. A fault like that means the process started and then crashed after start; you can't crash what hasn't even started.

Nope, so far the same issues as other Win10 users. Whether trying to open the client normally or running as admin, the wheel spins for about four seconds then it release. Task manager appears to show nothing.
I got a crash on startup.
Exception code 0xc0000005 (ERROR_ACCESS_DENIED) at offset 0x912e53 of the eso64.exe module.
