    Can someone please confirm if this change affects console as well?
    The test was only done on PC and the update comment #652 only mentions PC, so it's unclear if console players should expect this change. I read through comments since the updated info was posted, but didn't find anything.

    In Gina's post it says it's staying on for PC from now and will come to console too. They haven't said when I assume they trying for the patch in two weeks.

    Please clarify if '19 sets only Cyrodil' comes for consoles with U29. From your message it's not clear what will you work on: work on implementing new rulesets for U31 or work on implementing this limitation from PC on consoles?

    "To that end, we’ll be leaving proc sets disabled until Update 31 launches in Q3. At that point, we will have implemented some new code so we can have more flexibility to campaign rulesets as it applies to proc sets. We’ll work on applying all this to consoles as well, and we’ll let you know when we have a date for this starting."

    As always, the communication with players is an awful mess...

    Just for clarification, the 5-pieces bonus is deactivated on these (2-piece on Monster helmets/Arena Weapons - Mythical Set Bonus completly inactive) , the first ones on the Sets usually work (except Arnena Weapons and Mythicals), WHEN they are not also procs /serverchecks.

    In B4 they argue that 400 damage which adds not even 1k total damage to entire active abilities is somehow the same as a proc adding 2k DPS or more

Some were used by ballgroups, some for solo vpvp, smallscale, depending on the players abilities and playstyle. I cannot say anything about BGs, since I don't do them, never liked them. And I am sure there are more used wich I never recognised.
    Taking something away just because you don't use it, is never a good argument.

    Agreed, let's keep some semblance of realism here. The vast majority of them weren't even looked at by pvpers. Is it important to rework how certain sets are implemented ofc.

    Exactly this, the current meta would boil down to less set picks than the sets listed as still available for the non proc tests. People have used the guise of “build diversity” in an attempt to excuse whatever cheesy build they are playing, how is malacath on every build diverse?

    Sorry, but that is not correct. I used a lot of builds and tried a lot of combinations, depending on playstyle, what I encounter and were my personal strengths are. In all those combinations I NEVER used Malacath. I used Ring of the Wild Hunt, because Mobility in combat is a very important key. Now there is only one class left with extremly high mobility.
    Using Band of Malacath as an excuse to blame all "proc sets-users" is just neither right nor fair.

    Why not split up GH like with 4 maps, the way gw2 wvw did it. each map with a reduced total population and on 4 different servers.

    I'm willing to bet it's because they don't have a person working at ZoS with these capabilities; have you seen the list of careers they're hiring for? It reads like they're incredibly short staffed.

    Well, I have mixed feeling about it. Items need better balance but this is going too far. Next step gonna be PVP campaigns without Wardens and Necromancers? Or without proc Orcs?

It could literally be years (if ever) before this new code is working and in place.

    That's simply your opinion, proc users didn't come out in force until Friday but there is no reason we should truly assume they're the popular opinion.

    Zos while watching players for three weeks realized that mistakes were made and are correcting those mistakes as fast as they can... but you don't allow the mistake to continue unabated and thats what this reprieve is... a gift.

    The team needs to work on making sets’ functionality on the server instances compartmentalized so sets can be toggled on or off individually based on what ever the established rule set is for that area. Then some sets can be isolated to only function in pve while others for pvp areas.

    Thanks to everyone for participating in this latest Cyrodiil test where we disabled all proc sets. Similar to what many of you have noted in your feedback, we found this test did not impact performance in a measurable amount; if anything, there was a very slight degradation of performance at times, likely due to a higher population of players in Cyrodiil.

    We’ve heard from a lot of you that despite performance largely being the same, disabling proc sets has breathed new life into PvP gameplay and has made fights more enjoyable and fun. To that end, we’ll be leaving proc sets disabled until Update 31 launches in Q3. At that point, we will have implemented some new code so we can have more flexibility to campaign rulesets as it applies to proc sets. We’ll work on applying all this to consoles as well, and we’ll let you know when we have a date for this starting.

    Now that we’ve had time to digest a lot of data and information, we have a better idea of next steps and the work needed to produce noticeable improvements to performance in Cyrodiil. This work is complex and will take a fair amount of time and effort. We are committed to improving the PvP experience, though, and we have already begun scheduling out this work. Please note that none of the scheduled work will implement any of the changes we made on PC during past tests, and at this time we don’t plan to run any additional tests.

    When Update 29 launches on Monday for PC, we’ll be turning off double AP but proc sets will remain disabled as mentioned above. We appreciate the time everyone spent in Cyrodiil during these tests and all the feedback that’s been submitted.

    Now this is extremely disappointing.

    I specifically avoided pvp for the entire test and as I am not a pve player, I have ran out of things to do.
    I do appreciate the advanced notice though.

    I would like to add that I found it acceptable to disable items that I bought for a short test. However, for 6month's?!

    I know I am not the only one here. All the mythics, even simple stat ones, being disabled for the only content I play seems to be a swift kick in the nuts. It's the sole reason for my purchases.

    For anyone out there, I have a car for sale, it has new tires but you need to return them in 3 months....

    Hope creating 2 more pvp "styles" will help the balance team guys with the balancing when they are already struggling with the existing 2 (CP, NO-CP). Im sorry but i dont feel diversifying the pvp more would be a good choice.

    Hopefully you guys actually mean to get rid of no-cp campaigns with the rework of cp system (they are dead everywhere besides EU anyway) and then try to balance the game just around CP, CP no-proc.

    Exactly. While the worse performance is arguable (too many variables to say set removal is the cause), it's definitely removing a ton of variety and locking out most of the sets that incentivize content purchases. It also completely changes a system that players have spent years utilizing and adapting to just to cater to a passing novelty.

    I can understand that many passive procs (things that do massive damage or healing without direct player interaction, like crimson) can make some encounters very lopsided, but you're going to remove that gnat of an annoyance while also removing major utility "procs" like permanent buffs or reduced costs?

    It should be "the no proc test showed us there is a desire for a more predictable experience in encounters, so we're looking into ways to remove or balance certain proc sets that can single-handedly dictate the course of a battle. We'll be testing and getting feedback for various sets and hope to implement changes in Q3. "

    Because we were mislead into believing that this would be a temporary test of how certain calculations affect performance. We sucked it up in the interest of possibly having a smoother running experience in the future..... but the lag, desynchs, and disconnects were only worse.

    How could we know there was a hidden agenda they chose not to reveal to us until after the fact?

    People are asking also for other Cyrodiil modes:
    - classic ESO (no DLCs)
    - No Warden/Necromancer
    - No golden items
    - PVE Cyrodiil
    - HP limit
    - Low AMP only
    - Global skills cooldown
    - Faction locked
    - Non faction locked
    - with / without cross healing
    - with / without ballgroups
    - with / without gankers
    - with / without Volendrung
    - with / without dizzy swing
    - ...

    Are you going to provide them separate campaigns too? Do you have resources for that? (my main concern)

    ALL we NEED is BALANCED GAME. I don't like the idea but maybe it's easier to make some sets just not available in AVA and BGs (let's tag them as purely Overland/PVE). There won't be need for additional campaigns.
