Pretty much anything that drops loot. Killing monsters, looting treasure chests, World Bosses. etc. will have a chance to drop the boxes.

It's worse than that, I just collected my box and there was no fragment of either momento/pet within it!

new elsweyr zones do not limit loot to 12 people.
and when we had Elsweyr event - getting tickets was NOT a... chance drop. it was guaranteed drop. so not the same at all
this event is a mess TBH. what i would suggest to minimize the messiness, personaly is - kill random outdoor trash until you get tickets and gold box, and THEN kill bosses for quests or whatever.

The pretty sure OP is talking about the cap on how many players get loot. iirc it is 12 players. So if 30 players are waiting for the boss to spawn then less than half will actually get loot.

The cap is on loot in general. If you are not among top 12 damage contributors the body will not even be loot-able.
I don't think that's the case for dragons though, there's many times I just get there and get one whack in and the dragon dies, I always get loot. On WB's not the same, there's times I just get there and get a few whacks in and get nothing, I figured it was you had to at least do a certain amount of damage on those like at least 100k for example to get anything.
Dragons are essentially dolmen chests when it comes to loot. As long as you looked sternly at it while it was in battle, you get to loot.

each item has 7 fragments, and each fragment costs 5 tickets. that is a total of 70 tickets to get both items with tickets alone. this means that your gold box drop rates have to be 1. at LEAST 50% (in my case today, they were actualy 25% as out of 4 gold boxes I opened across 3 accounts with one EU - I only get a fragment from one of those boxes) 2. never, EVER be duplicate and that includes any fragments you may have bought to clear space for more tickets.

what if you just go kill trash? on 2 of my accounts I got my event tickets within 5 mins, on my 3rd account it took about 12-15 mins. I collected 9 tickets overall in less than an hour (I cant say half because loading screens )

I think you misunderstood. getting tickets is easy. getting ENOUGH tickets/fragments is a different story.
i had no problem getting my tickets and first box of the day. what i DID have an issue with was getting fragments INSIDE those boxes. the pet and memento? THOSE are the rewards I'm talking about. please. reread my post again and if something is still confusing - let me know and i'll try to rewrite it to make it clearer.

Put me on the list. Tank here. I got exp and gold from the bosses, but I get no loot. Even if I swap over to execute abilities and spam them I can't seem to get credit. Very crowded and it isn't prime time yet. Probably not going to participate after this start.
