Actually, interestingly enough, there is a little corner in summerset where some of the water is missing. Like, the water doesn't go all the way to the retaining wall. The cool part about it is that the bugged area reveals that the water in ESO is actually... a completely flat plane. Just like an FX!
It seems they use graphics and shaders to give an illusion of depth, but its literally just flat and the terrain is completely normal underneath it. And being in the water without your feet touching the terrain is what causes you to do the swim animation, because when I "swam" into the part where the water was missing, I immediately *fell*, not sank, to the floor below.
Now that EHT and FX have proved that a large percentage of the community is already used to/is not weirded out by working with 2D items in homes, I keep hoping that maybe we could get placeable water squares, rectangles, circles, and curvy/irregular shapes in 2D planes, the way the water already appears to operate in the actual "world." Probably not, but one can dream!
