Two days ago I did this and my log file was around 450 Mb, which takes a bit of time to process and open.
Consider that you have to do this multiple times, because the launcher downloads some files, then applies them, then downloads again and then applies again and then downloads again and applies again.
Two days ago we had to do this 3 times, and each time we had to go through the log file to find the URLs for the new files (or at least, the new filenames).

this has been happening to me for weeks on weeks
i tried a bunch of stuff mentioned here previously and none worked for me.
however today i got it to work super quick and easy!
i went to the program files x86 > zenimax online > launcher
and moved the ProgramData folder to my desktop (before i deleted it just to see if it would work)
i opened the launcher, it didnt freeze at all. it gave me some error and let me repair, after that i was all set

Figured it out....game_player has 2 files 297to299 & 299to300. Here is the 2nd file:

After putting both in the game_player folder it patched successfully & I'm in
Customer Support:
"Additionally, we have confirmed this is an ISP issue. We have reached out to the internet providers who are blocking the associated files, and at this point, it’s up to them to resolve the problem. In the meantime, using a different network path could fix the problem and allow you to fully patch the game since this issue only affects certain files. In this case, you could try using VPN or using a different network or WiFi connection. You could also try repairing or uninstalling and reinstalling the game.
We are currently looking into ways to prevent ISPs from doing this to our traffic in the future.
You may also want to check our Players Helping Players forum to see how other players are resolving this issue."

I fail to understand how this could be an ISP problem: my launcher stalls as soon as it starts downloading the files, and it creates this huge log file (450+ Mb); now, if the ISP is blocking the route to those files, I shouldn't be able to download them at all, right?
But if I go through that huge log file and look for the URLs pointing to the patch files (the same URLs the launcher uses to download the files), I am able to download them through a browser.
How is this possible if the ISP is responsible for this problem?
