Just saying using a free VPN works every time. I just did it again right now without any problems. I never used a VPN before only installed it for Elder Scrolls patch updates. It was simple, and its hassle free each update.

Hello, I didn't have that folder as well, so I tried creating it and copying the file in it to see if it worked, and it did.
I can play the game now, but I fear this will happen again next patch and so on.

I caved and tried a free VPN (which I shouldn't need in addition to the game) and now the launcher errors out and crashes when I run a repair. For sure THAT is not an ISP related issue.
Whether or not the original issue originated with ISP's, the poor support and absolute failure to fix the issue for this long is unacceptable. Quite a few people around me have been apprehensive of getting the next big ZOS/Bethesda online game--Fallout 76. Definitely passing that up if this is any indication of what to expect in terms of support.

If it was say everyone on Steam couldn't log in, or a boat load of people couldn't log in they might do something, so unless they start losing alot of people's subs I doubt they will do anything, and eventually it'll either fix itself or everyone will find a workaround
