The Elder Scrolls Online v3.2.4 is our last incremental patch on the PTS before Update 16 goes live. We’ve continued to fix issues found in the Clockwork City content, and have made a few additional combat balance changes. We’ve also adjusted the minimum level of some Normal and Veteran dungeons for the purposes of using the Dungeon Finder. The size of this final patch is approximately 211MB.

    • Adjusted the Beatific Beatdown achievement, and the new text now reads: “Defeat Saint Olms the Just, Saint Llothis the Pious, and Saint Felms the Bold at the same time without allowing Saint Felms or Saint Llothis to enrage during the fight.”
    • Saint Llothis and Saint Felms will take longer to enrage when engaged with Saint Olms, and will remain dormant longer when defeated while engaged with Saint Olms.

    • The Strangeness of Seht: Installing the lamp now has the correct sound effects.
    • Unto the Dark: The gate in front of Gascone’s cell will no longer interfere with talking to him.
      • Note: The gate fixture does not currently have collision or effects.
    • Where Shadows Lie: Nocturnal will no longer speak below the audible hearing range of human beings in the final sequence.

    • Dark Magic
      • Crystal Shards: This ability and the Crystal Fragments morph no longer stun the enemy hit. The Crystal Blast morph continues to stun the initial enemy hit.
        Developer Comment:
        We wanted to separate the function of abilities into more distinct roles. Crystal Shards was overloaded since it had high damage, instant cast, stun, reduced cost. Now if the sorcerer wants a stun they have to either go through a cast time or deal reduced damage.
      • Rune Prison: Increased the cost of this ability and its morphs by approximately 16%.

    Weapon
    • One Hand and Shield
      • Shield Wall: Increased the cost of this ability and its morphs to 135 Ultimate from 100.
    • Bow
      • Scattershot: This ability and its morphs no longer apply a 5-second disorient to enemies hit. Instead, they now apply a 1.5 second stun.
    • Restoration Staff
      • Panacea: Increased the cost of this ability and its morphs to 125 Ultimate from 100.

    Armor
    • Heavy Armor
      • Wrath: This passive ability has been replaced with the Revitalize passive, which increases the resources your Heavy Attacks restore by 12/25%.
      • Rapid Mending: This passive ability no longer increases the amount of resources your Heavy Attacks restore, as that effect has been moved to the new Revitalize passive. It continues to increase your healing received by 4/8%.
        Developer Comment:
        We want each of the three armor types to have unique trade-offs. Heavy Armor’s main advantage is its increase to survivability, while the disadvantage is its lower damage and healing power. To emphasize this distinction, we’ve removed the Wrath passive.

      • Petrify: Fixed an issue where you could still cast this ability and its morphs at an enemy immune to crowd-control effects.

    Templar
    • Dawn’s Wrath
      • Eclipse: Fixed an issue where you could still cast this ability and the Total Dark morph at an enemy immune to crowd-control effects.
        • Known Issue: The Unstable Core morph will currently immediately trigger its area of effect damage if you recast it on the same enemy. This will be fixed before this update goes live.

    • Merciless Charge (Maelstrom 2H): Increased the damage done by this Item Set’s proc to 6000 damage over 5 seconds, up from 4300 damage over 5 seconds.

    • Timeless Blessing: Fixed an issue where this Item Set’s proc was not reducing the cost of Living Vines, Nature’s Grasp, or Energy Orb, and clarified the tooltip of the Item Set to indicate it only works for Magicka and Stamina healing abilities.

    Seems to be a buff to heavy armor sustain rather than a nerf to heavy armor damage. Wrath wasn't really an issue, the fact that you can still get high damage through set buffs while getting all the benefit of damage mitigation with heavy is the issue.

    Thank god. The heavy armor tanky builds that deal a bunch of damage are super annoying. No one should be able to take 4 people on and gain a bunch of weapon and spell damage because they can take abuse.

    Ah, thanks. I thought for a second it was something added. But it's not, it's just shifted. Either way, taking away Wrath doesn't hurt much

    Secluded growth still cheap....
    crystal shards and crystal bombs....bad move. crystal shard is fine, crystal blast needs either more damage, a chance to cast it immediately, a stamina morph or another rework.
    rune prison...no idea how this will work out.
    shield wall sounds fair, panacea still a bit cheap.
    scatter shot...whatever...
    wrath passive gone from heavy armor without anything else...bad move again. at least be creative and give heavy armor something else instead of the increased damage, but don't take it just away.

    Finally, someone noticed scattershot. It is still in need of better range since 10m has no synergy with supposed bow playstyle and neither it makes sense for ranged ability, but at this point I will take any small buff I can. So, thank you.

    Wrath removal was good balancing change. Unfortunately it changes very little for medium armor.

    That still doesn't make the vMA 2H viable...

    600 damage per second in PVP (before mitigation)..

    This damage needs to be "bleed" or the total damage needs considerate increasing again.

    It is worth looking at the bigger picture. All of the major pvp defensive ults where nerfed. As an overall change this is good for the health of the game.
