Since the upgrade this game has been putting a lot of strain on 1 of my graphic card in my gaming laptop. I had no issues whatsoever prior. What is going on? Why is this game burning my graphics card? I have no problem whatsoever on other games, just this one. It seems like the issue is getting progressively worst, and not any better.
"I have no hatred for the races of Man, but they are young. Like all children, they are driven by emotion. They lack the wisdom that comes with age. I would sooner place an Altmer infant on the Ruby Throne than surrender Tamriel to their capricious whims. The Altmer, the Bosmer and the Khajiit share the common traits of intelligence, patience and reason. We do not seek riches or plunder. Domination is not our goal, nor is the acclamation of power for its own sake. Today we make our stand. Today we take back the Ruby Throne, which is ours by ancient right and the blessings of the Divines. Stand with us." ―Your Queen Commands, Ayrenn Arana Aldmeri

Here is a cell phone screenshot of the issue that I'm having (it actually went up to140). I tried to lower the graphic settings from ultra to high, and it didn't help.

Yes plenty of times. I never had this happening to me prior to patch/upgrade.

Your readings are in Fahrenheit, not Celsius, so it is far from overheating. 140 F is 60 C, and most GPUs are designed to operate at 85 C. If your GPU reaches ~190 F or 90 C, that is when you should be concerned (although most GPUs and CPUs can function under load at even higher temperatures, but most will start to thermal throttle and downclock to be safe at that temperature.)

You still have a lot of thermal overhead before your system begins to down-clock, let alone do any damage.
