They are proccing now, but i've discovered a new bug.
Arcane Fighter (2 hander Passive) isn't proccing status effects 100% of the time like its suppose to.
based on my understanding arcane fighter don't make them proc 100% of the time... but increase the proc rate by 100% "of the actual proc rate"... so it mean that if base proc rate for burning is (assumption here) 15% chance on fire damage... with arcane fighter it will change to 30% chance... that is a 100% increase in proc rate ^^
but that is how I understand it... it may be as you intended and not working at all ^^'... a bit hard to test out... it would require quite the extensive testing ^^'

You're probably right on that. I don't know what the base chance to proc status effects is.

OK well, if I have more than one of those, which bonus do I get? It would be nice too if the Dark Stalker passive tooltip gave an actual % of how much it increases speed. Just saying "increases movement speed" is pretty vague. If I need to choose which bonus I want to use, I'd like to at least have a number to compare to the set bonuses.

And, you have to go through and put an end to all bonus and skill stacking. Shields no longer stack, heals from different people no longer stack, damage traits no longer stack, cost reductions no longer stack, etc.

BE was nerfed because it could be spammed endlessly. you go in combat, cast some abilities, get on low health, BE out, heal, BE back in, over and over and over and over again. it had nothing to do with the travel speed. maybe if you were carrying a scroll. now idk about mist form, as I don't se it enough to know what it actually does besides making a vampire really hard to kill. hehe."Fixing" the vamp/Night's Silence stacking is a really poor decision. That combo creates a specific build for a specific play style and it comes with significant costs. It also has little/no impact for other players. So, they will please very few, but anger many...I truly hope ZOS rethinks this.
For ganking in the field, sure it's at a slight cost. However, the issue primarily emerges when you use it to travel long distances (ie between keeps).
Compared to a horse, you have:
- Almost no chance of being spotted vs. being spotted at view distance
- Knowledge of any enemies you do run across (detection warning from eye)
- No stun from being attacked (knocked off horse) unless a specific stun attack was used
- No speed penalty, except to maybe the fastest speed horses
In return, you have to
- Be a vampire, but a good chunk of the AvA population is, so it's no hardship
- Use a 5-piece set, which you can swap out when you get there (or before ganking someone if using a gear swap addon)
It's hardly a surprise. There was a developer comment a week or two ago about this change. Other large speed boosts over travel distances (mist form speed, bolt escape) were nerfed.

While you are at it, lets remove the speed increase from Concealed Weapon!
Better yet, remove the whole NB Class...as they are practically useless compared to other classes and abilities...I challenge anyone out there to post a Youtube video of a DW Vampire NB wrecking multiple folks at the same time like a DK, TP or SC
Fact: Speed and Stealth are they only things keeping us in the PvP fight...it sure isn't our damage output or survive-ability.
Question: How on Earth is that speed game breaking or unfair? However, I could list multiple examples of other classes and abilities that are unfair...do you watch the Youtube videos out there?
Fact: NBs are scouts, they are supposed to be able to move quickly and quietly across the battlefield! That is their implied role in battle tactics...
Fact: Fire damage hurts a Vampire; and every class uses fire and it is in AoE, Roots and Stuns... A DW Vampire Night Blade has to get within melee range to hit an enemy...and does not have the survive-ability of a DK, TP, or SC...now you take away the one thing they had; escape...not nearly as game breaking as that bolt ability...where you can literally bolt out of range of a spell or bow attack...
Fact: We spent the hours, upon hours, upon hours grinding traits and crafting to make that crafted armor set...for nothing.
Fact: We had to harvest, save for, wait or buy all the items needed to craft those sets (Legendary Materials)...removing the viability of wearing that set is not fair...
Fact: You need to focus on other classes and abilities before you completely break the will of the NB community. Leave the NB alone.
What happen to the comment we will not take away from as much as add to other classes to bring them in line with other classes? (or words to that effect).
Fact: The armor bonus do not work in combat, yet all other armor set bonuses do work in combat - did we complain, no.
Fact: Speed of the Vampire NB should not be your focus...there are many, many, many other issues you have yet to address or even mention...from beta to launch...that are still not fixed!!
Well I guess I will retire my NB...and turn her into a crafter mule...
Before I spend hours and hours grinding another class to max level, can you please tell me what class you intend to leave alone...

Still no notes on fixing the issue with Nightblade's DoTs breaking their own Invisibility.
Even though it was acknowledged as unintended and we were told a fix is incoming back in May.
Oh well, maybe next patch will have something worthwhile in it.
