I don't think increasing overland difficulty was why they made these changes, but I do think that it may have been a factor in why they did it the way they did.
They could have just lowered the ceiling and not touched lower level players. But in light of the numerous complaints about how easy overland is even for a level 3 ungeared player they may have thought why not make it easier and just make the changes across the board, because who would it hurt?

WHo would it hurt? Me for one. I don't do overland content so much as go thru overland content. I go thru it to scry, to hunt down clues, to pick pockets, to open safeboxes, to stab innocent NPCs with my blade of woe. I do the occasional anchor and most world bosses that I stumble across, but mostly I'm just passing thru. So making overland trash take longer cuts into the things I'm actually interested in, so even if I have no trouble with overland making it take longer hurts me.
It is….interesting. If you followed the thread in question, you will see that “powerful” players who desire a challenge in questing almost universally, without exception, immediately agree with making what they desire be optional.

My bow/bow warden: didn't notice much of a difference. Takes about the same amount of time to kill mobs. Maybe a tad longer, but not enough to get excited about.
My stamina templar: Same. I play 100% in first person but switched to third to check out the new jabs animation everyone is complaining about. Didn't really see a problem with it, but as I said, I don't play in third person.

It didn't feel that my DPS had increased in any way. It's the same or a tad lower.
Is appears that the 3s/9s change to shalks didn't go through. Mine are still firing at 3s/3s and the tooltip says the same. I use Subterranean Assault. I'm glad they decided to ditch the change.
The change went through. Subject assault fires 3s and 6s. Deep fissure is 3s and 9s. This makes magicka wardens iffy especially in pvp.
At the top of this forum there is a thread asking for harder overland/content... ZOS nerfs players, so everything is harder. And now that isn't good either. ZOS literally can't win. The issue is, barely anyone wants things to actually be harder, as harder just means more tedious, as some already mentioned above. ( Note: I'm against harder content! )

Harder doesn't actually mean "more tedious", though. Nerfing damage to make enemies bullet sponges hasn't made the game harder for the people who want a vet overland experience, it's just made it more tedious. The only people it will have made it harder for is the people who already find it difficult.
Someone like me who used to be an endgame raider taking more time to kill overland mobs because my damage was nerfed has not made the content a single shred harder for me, it's just made it take longer. And that's boring.

Oh, I absolutely agree. Granted, I do like a challenge but I don't think it's 100% necessary and shouldn't be a required thing. My point here is that even if ZoS did come out and say "sure, people wanted harder overland and U35 was created just for them!" we'd all know it was BS because this does not accomplish what people wanted, just like AwA didn't accomplish what most people wanted out of accountwide achievements.

I mean something can be intended for a group, and a failure. The two things don't negate the other. I've burnt food that I tried to cook for someone before because I got distracted. It doesn't change that when I put the food in the oven, the intention was serve it to them.
In the case of AWA, I think the devs implemented the change for people who wanted it as a secondary reason. And their primary reason was probably to keep the game performant in the future (I'm assuming this was for consoles and low-end PCs personally).

I mean that is why dot durations were raised. Any number of ways to simplify rotations but consider, what stands still for 20 seconds besides the rare boss that you need to whack on, besides a dummy? Overland/normal stuff is dead in a few seconds, and you have to move/redeploy. Does very little for “accessibility”.
But if a dot ticks every two seconds rather than every second, multiplied by how many dots you use, by many thousands of players - and it becomes clear it was at least largely aimed at server performance, if not almost entirely.

Where do you see buffs to the low end in all of the U35 changes, outside of the statement of intent? Looking for specifics.
People on the low end who aren't managing to get decent results can now use empower and heavy attack builds to have semi-decent damage. Not competitive of course, but it shouldn't be.
