What Sony or Microsoft does is ban the MAC address of the console on the PSN.
Most developers can't do that with out MS pr Sony cooperation.

On PC you buy another network card or router/ modem and change your IP.
But devs that ban by machine are rare on PC, usually just by IP.
Interesting. I would assume for most having to buy a new console just to play a game you were banned from would be a sizable deterrent from coming back. Not sure the price of network cards these days. But players with most laptops prob aren't opening them up to change network card.

Or ZOS could (as punishment) send through the game client a nasty virus/code that essentially makes a guilty player's PC toast. lol
LOL, PC programmers do have a few more options via software like computing a hash code by taking hard drive serial number or other hardware or the client software itself can have an activation code.

At the end of the day, they are just trying to play in their way to having fun, taking away their right to play permanently is too harsh.
Yes they are cheaters and in the wrong and deserve the punishment, but perma ban is too harsh.

Such actions deserve: to lose all achievements earned cause of exploit (skin, titles, journal entries, polymorph if they unlocked it), all loot they earned (perfect weapons and unopened runeboxes). Also they should lose all gold earned since the exploit was done first time. And some temporary ban in addition so they can think about their actions and what not to do in future maybe
If they keep doing such things again, punishment is repeated but now with more days of ban. If they return and do it again third time... Well, only then it could be valid reason for permaban because doing such roll backs so many times would not be productive 
What actions deserve perma bans in my opinion: using third party software to gain unfair advantage, botting, griefing or harassing other players. I've read that some of banned players were ruining trial runs for people who were not members of their guild - if it's true, I clarify this as griefing and this deserves to be bannable action

They have no "right" to access to the game. Access to the game is completely at the discretion of ZOS. They can suspend and ban accounts as they see fit. If ZOS feels an account is in violation of the ToS they can action the account however they deem appropriate. Purchasing the game only leases you an access point. -

Yet the people who were using cheat engine in pvp, which does affect other peoples game play were let back in the game. Seems backwards to me.

No. The type of players and attitude that they had are not the type of playstyle MMORPGs want.
Sending a strong firm message is most beneficial. Clearing such rubbish from the game is most beneficial since the types of players who found the exploit and took advantage of it vs reporting it usually will repeat such behavior. I have seen it time and time again in years of playing MMOs.
MMOs generally fare better if players know a firm hand is taken against those that cheat.Really, idk -

I believe it was too harsh.
Permanent bans should be reserved for those who use obvious cheats like hacking the game or using unauthorized third party programs. Exploiting unintended advantages in the existing game design isn't something I'm comfortable with the developers punishing players for - let alone banning them permanently from the game over.
