Yes, new characters can do that quest. The dialogue is different if you do it after the Vvardenfell story.They could award a skill point for the morrowind 'prequel' quest with the ex-naked guy. Can new morrowind characters do that quest? If not then it would be an easy solution to balance out the skill point discrepancy.
Great, and if that actually happened there wouldn't be a problem. I find this disturbing. I would love to get all possible skill points on all of my chars. People who find this not an issue, the door is that way.

It is quite easy - if it is an issue for you, roll new characters. If it is not an issue for you, keep your old chars. I really don't see the point in all the whining.
I was more thinking in having that quest give different rewards depending on "skipped tutorial morrowind character" or "existing old character", but it would be just as easy to add something else I guess...Not that. New characters who skip the tutorial can also do thst quest, and they will have already got the extra skill point. How about last of the Mage Guild quest? If you choose a book (and not save Valaste) you would get 2 SPs and zero if save her (if nothing has changed here since release)
