This is extremely awesome if it literally means what it says: that it allows you to move at full speed. A magicka version of Shuffle/Forward Momentum would be absolutely amazing. Add Major Expedition and you'd have a real winner. With a name like Hasty Prayer, it would seem reasonable, and people might actually slot the skill.

here is my suggestion:
Healing Rings: heals for x amount within a 8m radius, heals for 66%x from 9-14m 33% 15-18m 1 sec cast time
Morph 1: Healing inversion: reverses the rings so you get 100% in the 15-18 ring and 33% in the 0-8m ring
Morph2: Defending Rings: adds minor maim to enemies within the rings modified by the same percentage ( 12 seconds within 8m, 8 seconds, 9-14, 4 seconds 15-18.
that will make it useful, strategic, and a certain skill to get the most out of it..

I would prefer the Empowering Sweep morph TBH and will properly continue to usse Empowering over Crescent.

I never felt like the speed of the skill was an issue. It was already so fast, you could catch some people pre-Meteor in a duel before they could even block, which was a common combo.
It just seems like a consolation prize to the Blazing Spear nerf, when there is nothing wrong with that skill.
Javelin speed will just incentivize people to sit back and throw it annoyingly like they already do. Templar is an up close and personal class. They are slow. Javelin speed should not be an issue when you're on top of an opponent. Its the same reason Magicka Socs should be on top of the opponent when they go to cast Crystal Frag. Speed of the skill doesn't matter if you're not hiding in the background.
Which is why Blazing Spear works. Its a good "in your face" stun.
New Javelin will just become another annoyance ability for the already aggravating unkillable heavy armor templar healbots.
Javeline isn't a skill that i use when "on top" of an opponent and its range ability doesn't suggest its thought to be used this way imho. When used as a ranged skill it is lacking speed. I was ambushed more then once while trying to pull jacelline off trying to keep opponents away. The changes might solve this problem.

With changes to Wrath and Heavy Attack resource regain next patch it will be a lil bit harder to run heavy armor as a healer.

Absolutely I will favor the Templar. I play healers exclusively in MMORPGS because I'm good at it. But in ESO? Ha. I laugh at people who whine about healers wearing heavy armor. I have 28k HP on my healer in pvp. And it's still not enough. One well geared night blade can drop me in 3 seconds. I've seen Eye of the Storm 2 shot me in pvp.
And people have the nerve to complain about healers in pvp not being squishy enough?
Let's just give everyone the ability to one shot and take healers out of the game. That's what most of you consider balanced
