As long as the pvp stays in Cyrodiil or some arena.
I know a lot of pvp-ers want open world pvp and chances to gank and grief, but I'm not interested in that. Who would keep the relative "law and order" in this RP scenario of yours, OP?
There could be an arena in such an area that could allow cross-faction fighting.

This. I'd be thrilled with a shaddy zone where all factions could meet, but no open PVP please (The Justice system PVP would be good though)

Why not? I think half the appeal of such a cross-faction zone IS the ability to get to interact with members of other factions. It also just doesn't make sense to me that the ENTIRE WORLD is carved up and utterly controlled by 3 factions. How is such a thing even possible? It just makes no sense. We need a neutral territory, somewhere there the powers that be have simply said, "Oh no, we're not part of your silly little war. ANYONE may come here."

There simply will not be any peaceful RP there if griefers can come bust it up anytime they like. The point of an idea like this one is social.
Keep the aggressive antisocial behaviour in it's playpen. It's fun when you want to fight, though.

Both the Mage's Guild and the Fighter's Guild with their neutral stance should have neutral territory where non-combat cross-faction interactions are possible. When we have the Dark Brotherhood and Thieves Guild, these guilds should as well. A Freeport Pirate Isle would be perfect.

I'm not sure if I like the idea of partying and adventuring together with other alliance's members, though... Having a city where all three factions meet but still being able to PVP and quest around would be nice.
The city would have guards, though... That would do their best to prevent any type of conflict on the streets...

Hell yes! Somekind of tradehub where everyone can chill.
Perfect for roleplayers too!

I'd love to be able to chat with player from other factions and trade illegal items. "Oh hey, dude, I recognize you. Ah, that's right, I killed you 50 times in cyrodiil you noob, better watch out cuz imma get ya tomorrow!". Nah, just messing around. I love the idea! It would probably be a place full of life where I can play my lute (I have some serious lute skills) and have people dancing!
