You kind of already have that. There are solo dungeons in Cyrodil as well as a lot of other PvE content. It's fun to run into some unexpected PvP while doing that content.

You kind of already have that. There are solo dungeons in Cyrodil as well as a lot of other PvE content. It's fun to run into some unexpected PvP while doing that content.
Yeah, but it's just sort of it. I like the idea of fighting my way trough a really big and possibly crowded dungeon instead of sitting in some caves with the low possibility of "meeting" e.g. a smurf.

Change "the Prophet" to "Cadwell" and you have exactly the story that is already given for how Silver and Gold work. When Vet Ranks are removed, having cross-faction for Silver and Gold will be much easier as there will be less of a difference between the difficulty of the content.

I didn't mean as end-game zones, I meant for the levelling process, right from the minute you begin.
My idea is this: Each zone retains its respective level, you have a choice between three zones each time you progress to a new map. So for example I might choose to level in Daggerfall for my first area, but then for my second I need to choose the next up in difficulty, so I might go for Deshaan. Etc etc.
It puts the choice back into the players hands, stops the game being so linear, and allows for cross-faction play. Which would make sense seeing as the most visible social structure most of us have in game - our guilds - are cross faction already.
Then once you hit 50, everything opens up as a level 50 area.

Honestly, the factions in ESO make so little sense that this should already be in game. You can't use arbitrary limitations to encourage faction loyalty.

I disagree. A NEUTRAL area would be perfectly suitable for PvE. I DO think it will make more sense when they finally get dueling in at least though.
What about members of the Mages Guild (and Fighters Guild)? Despite being in different alliances, they're not going to go and attack each other if they happen to meet up in Eyevea (or the Earth Forge).The area may be neutral but we are not.
