I prefer to think of it as a 'haircut.' Just trim all accounts back to a max of 100K gold and eliminate all gold materials and any gold items that are not equipped to a character.
A simple haircut, that would only affect those players who either cheated or are so good at the game that they'll have no trouble at all getting their stuff back. And relatively easy to do, I would think it's probably a few database function calls.

They have two choices:
1) No rollback, and give up on Cyrodil (PvP isn't very popular in an enviroment which is rigged from the start.)
2) Rollback - Making Cyrodil something special again, where you can compete on equal terms.
- 1) This solution will slowly kill the game, being on a steady path towards F2P, unless something changes.
- 2) would most likely result in a lot of immediate subscription losses.
They will go for no. 1. Everyone wants money NOW, and really don't care much about tomorrow.
