Are people cheating? Though, I am on Xbox and nobody seems to be able to cheat there...
If people want to cheat so desperately that they go around the fact that almost everything in ESO gets calculated on Server side to counter cheating, then that little software won't do a better job than ESO already does.
Please never ever use anti-cheat software... this messes up most games/computers. I would rather they remove PvP.
If this game ever implements something like this, I'm leaving 100%. As I have done with some other games.
That "extreme" in Speed hacks or macros or whatever can't be that extreme before the server catches it. I am pretty sure especially in PvP some players managed to get bootet for "to many messages at once" even without hacks or macros (myself included), because some people are just that fast and good in weaving.
And to create lags you don't need a switch. Just play in a Ballgroup with 5 million different AoEs and healing spells.

ESO's servers calculate values.
It does not monitor attached processes that these other software do.
With any cheat program running correctly you have to attach it to your game.
Battle Eye or Easy Anti-Cheat , scans for these types of processes.
Like I said,
a speed hack or lag switch the server is not going to catch,
unless it's so extreme to trigger the server settings. Then you're booted.
As far as values are concerned ESO uses the skyrim engine and all the values are actually stored on your pc,
which are then checked on the server. Yet they have to adjust calculations of adverse values which is not like having a cheat software that actually detects an unauthorized value change. Yet they have done a good job in catching these types of value changing cheats.

Rather than just shooting an idea down , what anti- cheat system do you recommend ?

Considering that eso is a mod-able software which uses a lot of addons it means two things I think: First, it's easier to cheat. Second, more chance for innocent players geting banned for using *** addons.
I find it extremely bad and troublesome for an online game to allow modding. Developers should upgrade the game with all the neccesary elements considering user interface and graphical design, so addons should not be needed.

ESO addons are actually very strongly sandboxed - but as other games have proved anti-cheat doesn't work full stop. It's not supposed to be possible to write a cheat tool as an ESO addon and the sandboxing and protection also unfortunately blocks a lot of other useful things like screen reader support and automating some areas of the control system to work around the lack of accessibiltiy in game.
In fact if your add on tries to do something too dumb or server loading you get kicked.

Well, I am far from being an expert on this, I am a salesman not an IT guy. But even if addons not able to work as cheats, I wonder if they can be created to work as a false alarm and trigger the anti cheat software to ban the user. There are a lot of malicious softwares with goals of only destruction and harm, not to directly gain advantage or scam money, just to harm the user.
Imagine a hacker or developer who just wants to cause harm to the game, he just uploads this addon, a lot of players start using it and then boom: permanent ban.
