They should be consistent with all "bursty" ultimates.
Heck, Soul-Assault technically had 500ms cast time because it did nothing for the first half second.
But if they build around cast time ultimates, it will be a better move. You will need to react rather than respond to something that has already happened.

oh my, it's not a bad change whatsoever, infact it will alleviate the animation canceling on ultimates we have been asking for years to have removed. it will also introduce a new method of canceling animation canceling.
there are Many threads in the hundreds of many People asking for the removal of animation canceling for YEARS.
ill just list a few ...
starting from years back to as close as last may this year ...

animation canceling was never intended, its not a feature, its an exploit that was never fixed and instead used as a means to increase damage because it could not be fixed by the previous class balance team.
that team, or atleast some of its leadership and members no longer are here.
its time for it to be removed from eso completely.

i mean "WE" as in "Many" want it Gone and removed.

LOLJust because "you" as in "many" think it's bad doesn't mean it is. It's something that takes skill, but isn't that hard to master and it pays off when you do like most things in this game. Doesn't cause lag nor DPS increase as many claim. Just because people probably haven't tried doing it and feel that other people overpower them with it isn't a reason for it to be gone. Also ZOS has stated it's part of the game. The main issue against animation canceling is that people do it and the less knowledgeable individuals in this game assemble like the avengers and call hacks.
