Possibly. Or it could mean that with them working together under one lead they'll be able to have a clearer idea of "OK, this is OP in PVP, but fine in PVE". The fact that they're now brought together under one Lead Combat Designer suggests the opposite to me.

Is this a downsize of the team in general? Will this give ZOS less resources to work on issues inside the game? Did the team size stay the same and you are just letting one lead go?
Resources are already extremely tight on these teams, I hope this is not a resource reduction.

I'm just gonna come out and say this:
I played both of those games and I loathed the combat in them as I found them too stiff. So, having list those games does not make this feel like it's in "good hands" in my point of view. But I'll just keep silent and watch how things play out under his leadership in combat design.
