Set Deny Write permission to Everyone for host.developer.log in the Launcher folder (prevents Launcher from crashing).
The Launcher runs very slowly so you can only see its progress using Windows 10 Task View. Once you see Play, you can kill the Launcher, set the permissions back for the log file, then run the Launcher again and it should load normally.

I had been downloading the file from the host.developer.log file link for my partial files into the wife's computer and then copying over her entire game file over my own and bypassing the launcher in order to get my game to play. Looks like if this continues to proceed with the way it is, then we will be forced to cancel accounts and move on to the next game. I come here to relax and get away from stress of work and other such life events, not to stress out even more in order to make multiple attempts to update a game that should be easier than this.

Well, too good to be true. It started crashing with the same issue.
I had to download 5 .z01 and .zip sets. Basically covering 256 to 303 (Yes It's been a few months since I last played)
The patching looks like it is working normally. Now at 56%
EDIT: And it finished. Now I need to figure this out for my laptop

Okay this is getting out of hands. I have been having THIS issue, since the beginning of November, it has now been a month since i started to have this problem but I have yet to see a patch for it. Please Zenimax Fix this issue.
Update 12/2/2018: OP here,
Mainly due to life, but a small part due to the lack of time to fix the issues each patch myself, I've moved on from ESO. I've cancelled my subscription and won't be checking any notifications. I do hope that they fix this issue or find a workaround for the users that still enjoy playing this game.

Same ISP here, and have been having issues since September. The manual method still works for me, as does using a VPN (I just use a free one). The latter might work for you and your wife as well.
