My internet service is through a small ISP not mentioned in this thread, but I am willing to bet that it is the same issue most of you are having. I was skeptical that it was my ISP's fault until today.
I called a tech support rep yesterday and explained to her that I haven't been able to install this game. (I play on Windows 10, non-Steam version.) Thanks to this thread, I found the host.developer.log and emailed it to tech support and she sent it to their IT dept. to be reviewed. A person from IT called me today and I helped him recreate the problem. He then looked at the host.developer.log and was able to find the problem pretty quickly. Their caching server was blacklisting the files. Either he bypassed me or whitelisted all of it but I am currently downloading the game through the launcher problem-free.
It might not be as easy to get this fixed for some of you who have the larger ISP's that don't want to listen or are borrowing your neighbor's wifi, but there it is. ZOS could've been more specific about what was causing the issue instead of just saying "It's your ISP, try VPN." My ticket with them probably looked the same as many of yours: Specifics about the problem and what I had tried, and their response was copied, pasted, and predictable. I told them that my ISP resolved the issue but I bet they just close the ticket without further response.
Anyway, I hope this helps some of you that haven't given up.
Those in power only have the illusion they are powerful, however in reality, those in power are only so because we allow them to be.
so this time mines goes right into the *** and messes up,
it does dl a little each time but im back to my first situation, which was opening it hundreds of times just to update.
im curious how much ram the launcher uses while updating or being frozen?
i noticed while watching the processes in task manager that mine constantly increases until it crashes.
just wanted to mention that as well.
i know it cant use all my ram cuz i have 32G but watching it constantly rise seems odd.
it seems to crash out between 1.8G and 1.9G every time
i cant get my dl to go back to zero either so i cant pause and repair anymore

Go into your Zenimax online folder and search for *.partial files. There will be at least two, maybe more, and they'll look like (somefolder)\(somefile).z01.partial and (somefolder)\(somefile).zip.partial. Keep this list open because you'll need to refer to it.
Now open your host.developer.log file in in the launcher folder. It'll be huge, so it'll take a while to open up in Notepad. Look for the file that won't get downloaded. It'll be one of the partial files above, only without the .partial at the end. Copy the whole name including the http:// part into your browser. You'll be prompted to open or save, choose save. Once it is downloaded, just change the last few letters to make it a z01 or zip file, depending on which one you just got. If there were more than two files, just work your way back to the (somefolder) part, and make it look like the other files in the list of partial files from the first step, and keep doing this until you have all of the files.
Then just copy the files into the folders with the corresponding partial files. Once this is done you can close the list of partial files.
Run the launcher, and it should patch. The partial files will go away, along with the huge log file.
I haven't had this problem for the past two updates, but this is what I had to do in most of September and October.

The most recent hostdeveloper.log file is more than 4 GB in size. I do not have a resource such as Microsoft One Drive to which I could upload it for ZOS to download. According to Notepad++, there are several thousand 3 million lines. I suppose that I might be able to open a Support ticket and attach it to that, so I will attempt to do so and let you know the ticket number. EDIT: Ticket number added above the quote. ..... You don't have time to read what I could tell you about the hoops I had to jump through to submit that file!!!ZOS_GinaBruno wrote: »For any of you currently running into this issue, could you please post or PM me your most recent host developer log? Place the mouse cursor on the name of someone who has posted a message and press the Left Mouse Button. The forum should then display that person's "profile", which includes an empty pane for an editor in which you can enter a message.ZOS_GinaBruno wrote: »For any of you currently running into this issue, could you please post or PM me your most recent host developer log? How does one send a PM? There's no message option under your name or anything...
