I have resorted to uninstalling and reinstalling overnight.... Pisses me off but I am not spending more money on something that should work.

Glad you got it working.
If you can't get the download to complete without a VPN, there is something wrong between you and the host of the files. A VPN does not change where the files are coming from. All it changes is how the files get to you. What is wrong, and where it is wrong, is something for another discussion. It is probably not ZOS, the Launcher, or the file hosting service.

Yeah I don’t claim to be an expert on how all this works. I do know that in roughly 15+ years of playing online video games, I have never had to use a VPN for anything.
