Was informed by C O X that the launcher is likely using one of these ports and is likely why it is being blocked.

Did they give you any indication of a workaround on their (the ISP's) end? I'm guessing not, unfortunately. I have the same provider and am also having the issue when not using a VPN.

How do you use a VPN? I have one downloaded and the browser extension installed but the launcher doesn't go through my browser so how do I do this?

I can't download the PTS right now, it stops at 14% and crashes, saying it failed to download the patch manifest. It's being blocked by my ISP I guess.

    VPN worked for me.

Google 'Betternet VPN' or something. Should have a blue-ish theme. Download and run. Don't be fooled by the 'select region' or anything - just download, run, and then click 'connect'. Trying to select region or w/e ends up asking you to pay. To use the free bits, just click through.

After problem on steam bought from eso directly ended same problem after update. After a few back and forth with support they said ISP wasn't allowing some files to download. They suggested trying a couple of things I tried the VPN, found a cheap one and was back playing in a couple minutes. Since that worked I went back and tried Steam again and was back playing in a couple minutes there too.

Oh, joy: I'm having the same issue as OP: 9%, then crash.
I'm in Italy and my ISP is Tim (Telecom).

I have tried a VPN, but the game is huge so free VPNs aren't the solution. Having to pay for the game, the optional subscription and / or the DLCs, AND a VPN is just too much and, frankly, not that fair.

My ISP is C O X . N E T. They refuse to allow this game to be played. They started blocking it about 2 months ago. A T & T is moving fiber across Tulsa and the top tier service is $50 cheaper then C O X and it is unlimited data.

I will be moving to A T & T after having been a C O X customer for twenty years. I don't know why they suddenly decided to block Elder Scrolls after allowing it to work for years. But If I make the move I will be able to subscribe to a VPN and still save $40 a month for BETTER service.

I recommend all gamers leave C O X for good. Find another ISP that is cheaper and allows you to use your internet connection as you wish.

Well I thought this issue was done after 3-4 full functional updates. But in my normal experience with C O X communications it goes to hell quick for me from time to time.

But I figure I'd try to help people out. I had 2 patch files that I needed, but I was able to get patched and ready.

The depot file was listed as 266-to-268.z01 and I forced the download through my browser at this link: http://live.patcher.elderscrollsonline.com/products/eso/874DCDCF-C40C-4956-92FE-E39B8DC4764E/depot/depot_266to268/depot_266to268.z01

The second one was a vo_en file: http://68.106.66.205/data/025430aad34ab9d6/live.patcher.elderscrollsonline.com/products/eso/874DCDCF-C40C-4956-92FE-E39B8DC4764E/vo_en/vo_en_262to264/vo_en_262to264.z01

Hope this will help someone on the NA server.

    But Good luck everyone.

I'm on FiOS and was having this problem, these steps helped a lot, thanks.

I'm an IT support manager with a background in networking, and I find it astonishing that this issue has been going on so long without a proper resolution. The excuses about it being an ISP issue are clearly incorrect - if you can download the file with literally anything else except the launcher (and we can), the problem is clearly in the code for the f***ing launcher.

Like others I had a renewed interest in the game after the Elsweyr announcement but I won't be spending any more money here until Zenimax take ownership of this issue and fix it properly without trying to pass the buck.

If anyone from support is paying attention, here's a hint for you: when I examined the copy of vo_en_262to264.z01 that the launcher downloaded (and that was causing the hang) and compared it to the file I downloaded with my browser, there was an extremely obvious problem. The files were the same length, but in the copy downloaded by the launcher, everything after byte 394,319 was a NUL. The data was identical in both files up until that point, but something is causing the launcher to start writing null data to disk partway through the download. Impossible to say if this is the cause of the problem or a symptom of something deeper, but I didn't see anyone else mention this in the thread so hopefully someone on the dev team for the launcher will find this useful.

The biggest irony about having download problems with any Zenimax/Bethesda game for me is that I live in Rockville, MD where Bethesda has its HQ, and my in-laws live in an apartment complex on literally the SAME STREET as the Zenimax HQ in Hunt Valley, MD.

Maybe I should just drive over with a portable HDD and ask them for the files.

:):) Not sure if this will help anyone else but we were to the point that we had given up and I was looking for another game to play, but happened to be up late coding last night when it dawned on me that it could be a DNS issue. I don't use C O X DNS addresses because their enhanced error report ads disrupt my work VPN. On a lark I logged into my router and turned off the DNS override so it reverted to C O X's default DNS address and then refreshed my connection. Lo-and-behold it downloaded the game. We just tried it on my wife's computer and it worked there as well. IIRC it was Google or level 3's DNS it was pointing at, can't remember which was primary and which was secondary and not sure exactly who was blocking it... But if you're still having trouble try changing your DNS.

I remember having this problem a few months back when I was performing a clean install, because I thought, "Hey, Zenimax must have this figured out at some point soon, right?" Lo and behold, several months later and it's still not fixed.

What's even worse, is I remember downloading the depot_-1to268.z01 file and placing it into the proper folder which resolved it, but now even that doesn't work on this go-around.

I can forgive this though, since I know Zenimax is just a small indie company.

As I have C O X, I gave in and downloaded a VPN, Windscribe. I had no issues with downloading game updates with it. I am relieved that I won't have the headache launcher issue any longer. Still,
as I have said before, shouldn't have to download a VPN just to play the game.

If you haven't already, try deleting the host.developer.log after downloading and placing the file. That worked for me.

Hmm, ok, thanks for the info all. We're going to pick this back up first thing in the morning. Appreciate all the info that was given tonight, we'll get this figured out!

    @ZOS_GinaBruno
I'm not sure what all you need since I've not got the time to read 20+ pages of stuff. When I open the launcher through Steam, initially, the update of around 45mb would start but would freeze the launcher at 2%, then the launcher would just vanish. Later, Same process to start, but launcher would not even appear. I also tried the workaround with opening the game through the eso64.exe file. It looked like I might get to play, then boom. Error.

Here is part of the log:

I have of course, tried launching eso64.exe (steam user) and it gave me an error that the launcher was an outdated version. I was trying to come back to the game after 1+ years away from it. I'm rather disappointed that I came back to a broken game. Can you please help me? :(:(:(:(

On PC ESO uses these ports, however, at least for patching, it is always considered an outbound connection (launcher initiates the request) rather than inbound. (most consumer ISP's prevent inbound on port 80 for example)

    TCP / UDP Ports 24100 through 24131
    TCP / UDP Ports 24500 through 24507
    TCP / UDP Ports 24300 through 24331
    TCP Port 80
    TCP Port 433

The explanation by C O X about filtering inbound connections doesn't indicate why a particular file being requested by the launcher is being damaged as it goes through the ISP network.

I recommend all gamers leave C O X for good. Find another ISP that is cheaper and allows you to use your internet connection as you wish.

Of course the ISP story is baloney. Think about how many games and apps you have on your computer and are you having any issue updating them? I have lots yet the only one I have an issue updating is ESO.

Of course the ISP story is baloney. Think about how many games and apps you have on your computer and are you having any issue updating them? I have lots yet the only one I have an issue updating is ESO.

Certainly I would, if my husbands apartment job didn’t net us free high speed from C O X. Also, I play Neverwinter and update it just fine. When I played World of Warcraft, I updated it just fine. Any other online game that I have had through C O X has updated just fine.

Unfortunately for me, I ran the consultant and found out that my graphics card (intel processor laptop) does not have enough vram. Not sure why that would tell me I am missing a vital meta file, but until I can build my own rig (def not intel) I’m SOL.

I came back to see if maybe someone got this working but looks like a bunch of workarounds. I cant believe that other than a generic response form support, not much else is being mentioned or done about this. I really want to come back , it already crashed on me 3 times , I went in and lowered my fios settings in my router firewall to see if maybe that'll get me through.
I'm at 24% with 12.02MB/s......... hoping it just continues. I really wanted to come back and actually be a subscriber but may not be able to. Time will tell. Hope everyone is getting a workaround that works for them.

I am actually sort of curious how many of you are using Roadrunner/Time Warner Cable, now Spectrum Internet, for an ISP. (Edit, but specifically those that come from what used to be Time Warner)

I remember 3 years ago, I don't know when they changed but time warner is now Spectrum. Since I've been using them I never had an issue.

I use and have Windows 10, I use Norton anti virus, I am not sure if windows defender is turned on because Im pretty satisfied with Norton, I used to do the whole best buy webroot, but think Norton works just a tad better. Unless specified , what ports am I using is unknow, like what port on my end is supposed to be open? My Desktops normal firewall, and my IE , Chrome I am pretty sure http;\\theelderscolls is as a trusted site and allowed in programs. http;//142.128.4.75 is also on the trusted site in security tab.

Yeah, you are one of the ones that is being blocked by the ISP, for some reason. I saw that you were on the former Roadrunner network. I was wondering how many others were.

For some reason, when the patcher attempts to download one of the files, you are being redirected to 142.129.4.75, which belongs to your ISP.
    WebGet Error: http://142.129.4.75:80/data/06b2ba5b43c61bf8/live.patcher.elderscrollsonline.com/products/eso/874DCDCF-C40C-4956-92FE-E39B8DC4764E/depot/depot_233to235/depot_233to235.z01

If your ISP does not pass that along to live.patcher.elderscrollsonline.com (edit: or provide a mirror of the file), you won't get the file. You might as well try to download ESO from your toaster.

    So, here we are again...

Another patch, another launcher fail. Every time I open the launcher to get the whopping 50-ish MB patch, it becomes unresponsive and freezes/closes out. I didn't used to have this problem with ESO in the past, and also don't have this problem with the other 67 games that I play online. What on earth is going on that only this game is requiring people to use VPN's and extra BS to be able to play the game? Do I just need to possibly get my money back/stop subscribing due to not being able to play the game? I seriously think it's the stupidest thing to have to require a VPN to download a tiny patch for a game you pay/subscribe for.

Is anyone looking into this? Does anyone have an option that doesn't require additional services to be able to play a damn game? I pay top dollar for my internet and refuse to have to pay additional companies to allow access for a freaking 50MB download. Ri-***-u-lous.....

Here's the exact steps I followed to get patched today, no VPN required:
    1. Killed the launcher from Task Manager as soon as I realized it was hung
    2. Opened up the host.developer.log from the Launcher folder and found the URL that was repeated 4,000+ times in the log. In this case it was http://151.205.4.95/data/00df4b5e6a529a7a/live.patcher.elderscrollsonline.com/products/eso/874DCDCF-C40C-4956-92FE-E39B8DC4764E/depot/depot_268to269/depot_268to269.z01
    3. Pasted that link into Chrome and downloaded it.
    4. Opened the The Elder Scrolls Online\depot\patchdata.depot folder and deleted the files it contained. Moved the downloaded depot_268to269.z01 file to that folder
    5. Restarted the launcher and watched it patch successfully.

[Insert standard boilerplate here about how ZOS need to fix the f***ing download code in the Launcher.]
ZOS finally got the launcher to stop hanging every time there is an update - if the problem comes back, click here for the workaround.

Thanks Trelfar. This is where the fix began for me. I followed the steps above and progressed through the z25 file when it froze. So using Chrome, I manually downloaded z25 through z30 and moved them into the same directory which allowed the updates to continue and finally finish. Not sure why the launcher/updater is busted in some situations, but it's not an ISP issue and I am not going to add another application, namely a VPN, just so I can patch the game. We'll see if the issue persists as soon as another update is necessary, but at least I'm back in game... after weeks and weeks of no answers.

Not stellar support there ZOS. :-(

I know they don't care about this problem, but I just wanted to say again that the fail launcher is still fail.

    /sarcasm on
It's hard to believe that Verizon has not had their engineering team devise a fix for the ESO Launcher.

It cracks me up still... After reading the plethora of comments. My launcher would freeze constantly after every update, after reading many steam user & launcher issues. A Vpn has solved every launcher issue Ive had lately(last 3 updates)(but every update there is always something to fix.. always) . Why should this be?

As a Steam ESo user this has been a headache of woooww. I have dug into replacing code, this & that// change this choice/.. JOIN Beta on steam.. rofl,etc.. every excuse fix listed.

SO i have to install Vpn to stop the launcher freeze. A 3rd party source so the game launcher works correctly?

And yes a VPN works every time to fix the launcher lockup for me... but why should i have to have a VPN??

Every time ESO updates through Steam there has been a plethora of hoops to jump through.. something needs to be cleaned up, seriously

    Thanks,
(devoted ESO Premium steam player for yrs)

Launcher locked up & froze multiple times before i tried to run it under a VPN. & yes i tried it a few times before I ran my VPN before I ran ESo launcher. Woot download no problem once VPN was active ;)
