My ISP is C O X . N E T. They refuse to allow this game to be played. They started blocking it about 2 months ago. A T & T is moving fiber across Tulsa and the top tier service is $50 cheaper then C O X and it is unlimited data.
I will be moving to A T & T after having been a C O X customer for twenty years. I don't know why they suddenly decided to block Elder Scrolls after allowing it to work for years. But If I make the move I will be able to subscribe to a VPN and still save $40 a month for BETTER service.
I recommend all gamers leave C O X for good. Find another ISP that is cheaper and allows you to use your internet connection as you wish.

If you haven't already, try deleting the host.developer.log after downloading and placing the file. That worked for me.What's even worse, is I remember downloading the depot_-1to268.z01 file and placing it into the proper folder which resolved it, but now even that doesn't work on this go-around.

Certainly makes one wonder, doesn't it. I'm still not completely convinced that the ISP story is real. Still looking for a workaround.

Of course the ISP story is baloney. Think about how many games and apps you have on your computer and are you having any issue updating them? I have lots yet the only one I have an issue updating is ESO.

I remember 3 years ago, I don't know when they changed but time warner is now Spectrum. Since I've been using them I never had an issue.
I use and have Windows 10, I use Norton anti virus, I am not sure if windows defender is turned on because Im pretty satisfied with Norton, I used to do the whole best buy webroot, but think Norton works just a tad better. Unless specified , what ports am I using is unknow, like what port on my end is supposed to be open? My Desktops normal firewall, and my IE , Chrome I am pretty sure http;\\theelderscolls is as a trusted site and allowed in programs. http;//142.128.4.75 is also on the trusted site in security tab.
Yeah, you are one of the ones that is being blocked by the ISP, for some reason. I saw that you were on the former Roadrunner network. I was wondering how many others were.

If your ISP does not pass that along to live.patcher.elderscrollsonline.com (edit: or provide a mirror of the file), you won't get the file. You might as well try to download ESO from your toaster.142.129.4.75 AS20001 ROADRUNNER-WEST - Time Warner Cable Internet LLC
Here's the exact steps I followed to get patched today, no VPN required:
- Killed the launcher from Task Manager as soon as I realized it was hung
- Opened up the host.developer.log from the Launcher folder and found the URL that was repeated 4,000+ times in the log. In this case it was http://151.205.4.95/data/00df4b5e6a529a7a/live.patcher.elderscrollsonline.com/products/eso/874DCDCF-C40C-4956-92FE-E39B8DC4764E/depot/depot_268to269/depot_268to269.z01
- Pasted that link into Chrome and downloaded it.
- Opened the The Elder Scrolls Online\depot\patchdata.depot folder and deleted the files it contained. Moved the downloaded depot_268to269.z01 file to that folder
- Restarted the launcher and watched it patch successfully.
