Infinite loading screen (nearly) every cell transition since patch!

EDIT: I can't even log into my main character anymore! He is parked in the DB refuge in Gold Coast and after selecting him on the character screen, I go straight to infinite load screen!
I think the new zone is hosed.
Since yesterday's hotfix and somewhat after the previous incremental patch, I am getting stuck in an infinite load screen where I have to alt-f4 the game almost every other transition. For example I just loaded the game. My character was in the Dark Brotherhood sanctuary. I went outside. That's one transition. I tried to enter a delve...

I would say this was a zone capacity thing but there's not that many people playing at 2am PST.
@ZOS_JessicaFolsom I've repaired my client and speed/jitter tested my network connection, the usual. Is this something you guys are working on?

✭✭Since the last incremental patch I've been having 5mins to infinite loading screens on the 64-bit client under Win7, didn't try it on the Win10 boot yet. ✭I had three infinite loading screen incidents today where I had to restart the game, two for vCOA and one for a delve in the Gold Coast. Caroloces✭✭✭✭✭I also experienced the infinite loading screen last night when entering Fort Sphinxmoth in Reaper's March. I had to use Task Manager to close the game. I was using the 64-bit client on Windows 7 Professional.0

✭loading screens have become pretty annoying again. had it many times since the last patches. same applies to my guild mates. many were complaining in ts.
did they reintroduce the IC dlc load screen bug? i wouldn't be surprised...
