Ravager was already nerfed and already has a cooldown.
When, and what is the cooldown?
It was nerfed during 1.6 -- over a year ago. The cooldown is the duration of the bonus.

Ah, okay. So you just can't refresh the effect before it's over. You can still have close to 100% up-time, tho.

Keep in mind these are data mined from Live so values might be 100% accurate but:
So the purple v14 ring is actually slightly better although you'll be able to use a slightly more powerful rune on the v16 version.

Is it true that the Imperial City sets (Reactive, Phoenix, Shieldbreaker etc) will also come with weapons in the DB update?
Thanks for taking the time to answer questions.
This is exactly why people complain about your communication. It's inexcusable that we had to sit around and wonder about this as long as we have. This post should have been made three weeks ago.

If it were any other game developer, you may never have received ANY communication. Applaud Zenimax and ESO development team, and especially the public relations staff who provide this level of communication -- do not beat the team up because they had more pressing tasks and could not communicate all that is being addressed in the upcoming changes in a timeline you feel more expeditious.

First, Rewards for the Worthy bags. We want Rewards for the Worthy bags to always be appealing, and contain the latest and greatest item sets. It’s also important that we keep the number of item sets in the Rewards for the Worthy loot table reasonable so your chances of completing your desired item set(s) are higher. We will continue to cycle out older sets from the Rewards for the Worthy bags, and replace them with newer item sets.
When we remove item sets from the Rewards for the Worthy bags, it is our intent that those item sets are still available for purchase from AP vendors. This didn’t happen when the Dark Brotherhood update went to the PTS, but it will. With next week’s PTS incremental patch (and Dark Brotherhood at launch), the older sets will be in thematic boxes sold by “Elite Gear” vendors in your alliance’s home base in Cyrodiil. Here is the full list:
DEFENSIVE HEAVY BOX
- Alessian Order
- Bastion of the Heartland
- Beckoning Steel
- Blessing of the Potentates
- Crest of Cyrodiil
- Deadly Strike
- Durok's Bane
- The Juggernaut
OFFENSIVE HEAVY BOX
- Affliction
- Armor of Truth
- Blessing of the Potentates
- Deadly Strike
- Elf Bane
- Ravager
- Sergeant's Mail
DEFENSIVE MEDIUM BOX
- Barkskin
- Crusader
- Eagle Eye
- Shadow Walker
- Shield of the Valiant
- Twin Sisters
- Vengeance Leech
OFFENSIVE MEDIUM BOX
- Eagle Eye
- Hawk's Eye
- Kyne's Kiss
- Sentry
- The Morag Tong
- Vengeance Leech
- Ward of Cyrodiil
DEFENSIVE LIGHT BOX
- Almalexia's Mercy
- Curse Eater
- Desert Rose
- Grace of the Ancients
- Prayer Shawl
- Robes of Onslaught
- Wrath of the Imperium
OFFENSIVE LIGHT BOX
- Buffer of the Swift
- Grace of the Ancients
- Light of Cyrodiil
- Noble Duelist's Silks
- Robes of Alteration Mastery
- The Arch-Mage
- Wrath of the Imperium
All items from these boxes scale to the level of your character at the moment when you open the box, up to Champion 160. The boxes cost 20,000 AP apiece, and the items inside will always be Blue-quality. In a future update, we may look into expanding the item slots and Traits that these item sets come in, and/or moving them from the Elite Gear vendors to tie in more tightly with the Cyrodiil Town Capture mechanic.
We hope this helps address your concerns with the removed item sets, and we look forward to your feedback. Thank you!

Which traits will the gear come in?
@Yolokin_Swagonborn I do understand what you mean. But you have to be realistic, or are you fine that Stam Dks with Moragtong+Viper Sting(+few other possible combos) will do almost 1.5x the dps than other classes?
Lets say a Stam DK is gonna hit for 50k dps. So you are fine when you max can reach 30k? I would def be NOT happy.
Also, I do not think they will change any sets, that is why I told my guildbuddies to reroll stamDK asap to be ready next patch. And that is not even a joke >.>

For example:
Morag Tong has neck, dagger(s), helm, belt, hands, and feet. Neck rolls healthy, daggers precise, and body gear well-fitted.
Viper's Sting has neck, daggers, helm, chest, legs, shoulders, and feet. Neck rolls healthy, dagger(s) precise, and body gear sturdy.

I think they were only referring to the PvP gear when they said no new traits/pieces. Viper's Sting is from a dungeon, and if it follows the same rules as the other dungeon sets being released (Ebon, Worm Cult, etc), it will have all body/weapon/jewelry pieces and all traits (except maybe impenetrable).
