We haven’t added new Traits to any of the sets impacted by this change. Because this was a change we wanted to get in at the end of the PTS cycle – in response to significant and vociferous player feedback! – we wanted to keep the change as narrow as possible. That meant confining it to just the Elite Gear vendors. There are multiple gear vendors--you have the heavy armor vendor, light armor vendor, etc. Currently, the Elite Gear vendor is just VR13/14 items while the other vendors are VR1-12. On the PTS, the other gear vendors don't have anything interesting listed for sale, so why not use their store space (assuming that store space is the reason why you are consolidating everything into boxes)?
We wanted to make them match the other set item boxes on the Elite Gear vendors, which also drop items of Blue-quality most of the time. In the future, we may look at giving these boxes a chance to drop in Purple-quality items, like the various “Hew’s Bane” boxes do.Why blue? o.O

We wanted to keep the number of new items small, to ensure we could do this in time for the Dark Brotherhood update. (Too many new things would make it more likely to miss that timeframe entirely.) However, the different quality boxes in Imperial City also have different rules: the Blue-quality boxes on the Tel Var Lockbox Merchants only scale up to Champion 150, while the Purple-quality boxes on the Tel Var Greater Lockbox Merchants scale to Champion 160.You already have a system in place for gear boxes in Imperial City using Tel Var. There are two boxes. One gives purples and costs more. The other is cheaper and gives blue items. Why not use do the same for these gear boxes, only using AP?

Putting my vote in for Adroitness and Warlock. Oh and uggh... about 3156 of my friends also asked me to put a vote in for those as well.
Glad to see the sets coming back still and hoping that as time goes on they will be expanded to include jewelry, and maybe be a bit less RNG-tastic. Town capture sounds interesting, possibly as in you capture the town and only your alliance can speak the the gear vendor there? If so that would be a good way to split up the sets so you can offer less RNG-tastic features.

If this goes live in the way that the OP describes it will be the worst RNG nightmare in this game.
One box with 8 sets worth of gear in each, at 20K a piece? You will never get a 5 piece set that you need in the desired traits.
Take for example the “Defensive Heavy Armor” box:
In the current set configurations this box contains 48 different pieces of gear (if they do not expand them to include weapons and jewelry). Assuming they are available in 4 traits (Divines, Infused, Impenetrable, Reinforced). Ignoring whether or not Jewelry will have locked traits, this means 48*4*20,000=3,840,000. Assuming the box never gave you duplicate items, which it inevitably will, it would cost you 3,840,000 AP to get every piece of gear in each trait. RNG will make this cost even more.
The RNG system in the Sewers Tel Var Merchants is terrible, but will be better than this. I have spent 100K Tel Var on Shieldbreaker, and did not get a single piece of impen gear. Also any piece that drops in Head + Shoulders is wasted if your build requires Monster Helms. And the Tel Var merchant has a unique box for EACH set. I can only imagine the frustration of 8 sets in the box....
Please consider the following:
1) Ideally, eliminate RNG. Let people buy the piece they need, even if the price is 200-300k AP.
2) If not #1, make a box for each set individually for each set. The RNG will still be extremely frustrating, but not as bad.
3) Allow jewelry to be obtained in Epic/Legendary
4) Expand the sets to include weapons and jewelry (if not already included) to be inline with current PVP sets
If this is implemented in its current form, I will most likely never buy a box just to preserve my own sanity.

But I agree the controls have to go somewhere. You can either nerf boring things like Resources, Regen and damage, or nerf interesting things like gear.

I'm pvp exclusive player, for wtf reason should i grind 'competitive pve content'? AP was worthless since IC released, it's good that people can spend it and, at last, convert it into gold. You don't shake the meta up at all by making stam DKs & magicka templars more powerful...
And yes, I agree that more powerful gear needs to be added - I've been an advocate of gear progression for as long as I can remember.
However, that powerful gear needs to be gated - otherwise it's just "oh, a new patch - I'll just have to spend a bunch of AP/gold & now I've got a new outfit. Yay..."
Powerful gear should be earned by defeating difficult content or ranking high in PvP arenas/BGs (whenever those get released) - not by purchasing AP boxes.
All other gear should be roughly equal to promote build diversity.
That is my opinion.
