    ZOS tried to raise the vet level cap every update (once upon a time). They grossly miscalculated how the players felt about vet levels, the frequency with which the cap was raised, and the impact these cap raises had on a players capacity to work towards an alt.

    They tried to raise the cap in 2 level increments to make it more palatable while still ensuring gear needed to be refarmed/remade. That's why we have/had v16, and why it made more sense to them to convert the CP gear scaling baselines the way they did.

    Since all NA has access to is templates, we will be relying on EU to open lots of bags and report back!

    We haven’t added new Traits to any of the sets impacted by this change. Many of the item sets – including the ones that had jewelry – only came in a single Trait, so they’ll only have that one Trait option for the Dark Brotherhood update as well.

    These boxes contain only set items. You will never get a non-set item from them.

    Will these sets contain their original equipment slots/configuration, or for sets like Juggernaut, will they maintain those from when they upgraded to V16 with the Imperial City update? I ask because a number of these sets had their loot table slot configurations changed in the IC update. For example, Juggernaut used to come with a shield but that stop dropping when it was upgraded to V16 with the IC update (there are other examples listed in the thread). Thanks!
    They’ll use their more recent configurations. For instance, you will not find a Shield of the Juggernaut in the Heavy Defensive box.
    Is the heavy Pact Armor Bastion of The Heartland comfirmed to be CP160?
    Are you referring to the “Pact’s Cuirass”, part of the Bastion of the Heartland set? If so, yes that’s in there.

    I have been hoping for these sets to be scaled for a long time, and am happy to see this change

    however

    If this goes live in the way that the OP describes it will be the worst RNG nightmare in this game.

    One box with 8 sets worth of gear in each, at 20K a piece? You will never get a 5 piece set that you need in the desired traits.

    Take for example the “Defensive Heavy Armor” box:

    In the current set configurations this box contains 48 different pieces of gear (if they do not expand them to include weapons and jewelry). Assuming they are available in 4 traits (Divines, Infused, Impenetrable, Reinforced). Ignoring whether or not Jewelry will have locked traits, this means 48*4*20,000=3,840,000. Assuming the box never gave you duplicate items, which it inevitably will, it would cost you 3,840,000 AP to get every piece of gear in each trait. RNG will make this cost even more.

    The RNG system in the Sewers Tel Var Merchants is terrible, but will be better than this. I have spent 100K Tel Var on Shieldbreaker, and did not get a single piece of impen gear. Also any piece that drops in Head + Shoulders is wasted if your build requires Monster Helms. And the Tel Var merchant has a unique box for EACH set. I can only imagine the frustration of 8 sets in the box....

    Please consider the following:

    1) Ideally, eliminate RNG. Let people buy the piece they need, even if the price is 200-300k AP.

    2) If not #1, make a box for each set individually for each set. The RNG will still be extremely frustrating, but not as bad.

    3) Allow jewelry to be obtained in Epic/Legendary

    4) Expand the sets to include weapons and jewelry (if not already included) to be inline with current PVP sets


    If this is implemented in its current form, I will most likely never buy a box just to preserve my own sanity.

    Putting my vote in for Adroitness and Warlock. Oh and uggh... about 3156 of my friends also asked me to put a vote in for those as well.

    Glad to see the sets coming back still and hoping that as time goes on they will be expanded to include jewelry, and maybe be a bit less RNG-tastic. Town capture sounds interesting, possibly as in you capture the town and only your alliance can speak the the gear vendor there? If so that would be a good way to split up the sets so you can offer less RNG-tastic features.

    TY for doing this for realz. Now I can run Skirmisher and Ravager and some of my favorite sets in the game at end game. Plus ESO gear system is looking like Magic the Gathering, a million combinations and possibilities. Regarding RNG bags, while I hate them, I understand the prinicple, keep people playing. There needs to be incentives for spending AP, just two suggestions.

    1) Please make the gear bind on equip so PvPers have a viable source of income like selling Morag Tong to Poison DKs.
    2) Please make the new SO gear bind on equip so PvEers can sell their Skirmisher gear to PvPers and have a influx of valuble equipment.

    Lastly, I'd rather see RNG bags with RANDOM traits then something we can just buy (like Ravager vendor gear). A complete set of Ravager Skirmisher Well Fitted gets me excited (please no jokes).

    These items are all BoE so the idea is that you and everyone else out there buying these boxes will trade the pieces you don't want for the ones you do.

    Let's change Cyrodiils light to 5% chance to have a 5% chance to have a 5% chance to have a 5% chance to have your incoming damage reduced by 5% when channeling a spell.

    Do you not remember what happened to Arch-Mage and Desert Rose?

    Are you guys ready to admit that the Champion system is what is unbalancing PvP, and the only reason any of these sets would be considered OP is that you can stack resources, regen and weapon damage to the roof plus get 25% more of anything with the champion system?

    Remember when the seducer set was a great set? 8% magicka cost reduction. What is that 25 CP now? If I max magician, i can wear 3 Seducer sets. So much fun, lets keep the CP system and nerf gear.

    Gear is fun. CP points are not. Cyrodiils light is not OP. Running Cyrodiils light with unlimited resources thanks to CP is OP. Back when you had to actually manage resources, (and templars had to run seducer or warlock for sustain) Cyrodiils light would be fun.

    Theorycrafting is not limitless when something is so strong you don't ask twice: "should I slot this set, or the other set... hmm..."

    The balance is much better on other sets coming with this patch (Vicecanon, Viper etc) -these new "old" sets need some adjustments to fit today's meta.

    The cure is often worse than the disease with ZOS and you know that. Just ask anyone with a DK.

    But I agree the controls have to go somewhere. You can either nerf boring things like Resources, Regen and damage, or nerf interesting things like gear.

    You can either have powerful gear sets or a powerful CP system but not both. Which do you think is more exciting and interesting?

    Changing sets to fit the meta? Really? The Meta is terrible, id rather shake it up a bit.

    Every set has the same values for "normal" bonuses (the 2-4 set pieces).

    As for 5-piece bonuses, something like Morag Tong's +15% poison damage is very easy to calculate. Or "25% less damage taken while channeling/casting spells".

    Except not a single one of us know exactly how much these sets will improve mathematically by being upgraded to 160. That's a claim without any evidence.
    Most of 5 piece effects are % based and doesn't changes with gear lvl, so cyrodiil's light v1 and v14 both gives 25% damage reduction while casting channeling, other values are standard and get standard values like 129 spelldmg on gold v16

    And yes, I agree that more powerful gear needs to be added - I've been an advocate of gear progression for as long as I can remember.

    However, that powerful gear needs to be gated - otherwise it's just "oh, a new patch - I'll just have to spend a bunch of AP/gold & now I've got a new outfit. Yay..."

    Powerful gear should be earned by defeating difficult content or ranking high in PvP arenas/BGs (whenever those get released) - not by purchasing AP boxes.

    All other gear should be roughly equal to promote build diversity.

    That is my opinion.

    I'm pvp exclusive player, for wtf reason should i grind 'competitive pve content'? AP was worthless since IC released, it's good that people can spend it and, at last, convert it into gold. I invest a lot of time in pvp, but after a week of pvping i have almost 0 gold, i need columbine and other cr*p, so i must go to pve instead of making gold by selling useful things which i deserved from AP perspective.
