You already have a system in place for gear boxes in Imperial City using Tel Var. There are two boxes. One gives purples and costs more. The other is cheaper and gives blue items. Why not use do the same for these gear boxes, only using AP?

I did calculate the difference a while ago, heavy armor gave around 12-18% (depending on how many light/heavy pieces, reinforced traits etc) more mitigation than light armor.
This set gives +25% that stacks on top of normal armor mitigation (meaning you can go over 50% with it).
It's just broken with Templar sweeps & needs to be changed to cast abilities only (not channels).

If they made Healing Ritual uninterruptable, then I could see the set being a good PvP healer set even if it got changed to only apply to cast spells.

Also, with latest changes your specific build get huge boost, can't really understand how will you drop 3% heal boost, 5% health boost, and 200 spell damage boost for not always active 7% damage mitigation, it's also will not plain stack with empowering sweep, so this set isn't even near forces you to use it.
Great. PvP get updated sets while PvE gets nothing. There's almost no way to earn gold as pure PvE. PvE sets are always BoP and more than not just junk anyway. PvE gets V14 dungeon sets locked behind a 12 man trial if you want V16, makes sense...
HA allows you to live couple of seconds under CC, in LA you will be destroyed instantly even in 1v3 situations, and there's no way to be 100% of time CC immune. The amount of mitigation this set gives you over heavy armor is not a small amount - it allows you to tank bigger & bigger zergs while you become nigh unkillable in 1v1.
It's quite simply the BiS set for Templars in PvP in its current form - and there's no heavy armor alternative that would justify not slotting it.

@ZOS_GinaBruno @ZOS_JessicaFolsom please make make minor slayer and minor aegis to affect pvp. There should not be any buffs in buff system that affects only only 1 aspect of game and ignoring another.
