That's the funny thing: 14 million XP is currently 14 Vet Ranks. Under update 7, it'll be 16.4 Vet Ranks. (14 million / 850,000 = 16.470)
Update 7 will actually get you to max level faster than currently

It's still slow going, certainly. But now it'll be... slightly faster... yay? XD
I'm desperately trying to find a silver lining in this, I'm disappointed Vet Ranks aren't being removed but instead expanded upon.

even when you get to vr16 your gonna get melted by ppl with loads of cp's its the nature of the mmo beast you play more your character grows.
Getting to top lvl will take more or less the same amount of time either we like it or not. Buffs to xp have no substantial meaning ei.. well you know already.

That largely depends on how you are getting your XP.
For me, the time will be substantially less, because i leveled all my VR characters through cyrodiil dailies, which will now give me 50% more XP, in addition to the VR's now being 15% cheaper to get.
Not to mention i am doing those dailies anyway, for champion XP, so i will get those VRs 'free' - that is, i don't have to do anything i wouldn't be doing anyway, and the 2 veteran ranks will just 'happen' on the side.

It allows all characters who reach level 50 to participate in trials, craglorn, and veteran dungeons, it opens up the game.
You have a horizontal progression system in CP's, you don't need a vertical one
Increasing the VR means if you aren't capped, good luck finding a group, especially as a tank. You don't find groups as a VR3 tank for veteran dungeons.
wrong cp's are not horizontal lol 25% boost to all stats is way more than vr's give. as for good look finding a group if your not capped if they reduce the level to 50 and scale the dungeons to 50 1)you wont get a group till your 50.will they be scaled to zero cp's cause if so most ppl will anhilate them thus reducing endgame content further. If they are scaled higher and you have any less than what they are scaled at say 100 and guess what you still wont get an inv to top groups.
In short vet ranks to dont gate content nearly as much as cp's could and atm a v3 is capable of doing vet dsa if played well.

The actual diminishing returns applied artificially are variable in one of five groups, ranging from fairly minor to severe, depending on which scaling group a given passive is in. However, between the minor added curve even on the best scaling group, your relative gain from each set of points progressively gets significantly worse. Oh, and what's more, didn't ZOS promise to not ever raise VR levels and ultimately remove them in favor of champion points? Whatever happened to that. LOL.
