I suppose it's up to each player to decide whether this is in fact a "buff" or a "nerf" depending on their individual build and it's needs. That being said, DK has never been at a loss for AoE DPS, whereas Cinder Storm was the only way to get AoE 70% miss chance. As far as I'm concerned, that makes it more of a nerf than a buff.

The miss chance was a staple of prolonged fights with bosses for my tank build. The less that boss moved around the more likely I was to to be dropping Cinder/Ash.

With the Ultimate change I don't feel like the standard increase ult cost was needed.
I forsee a lot of DKs going shifting and if you time it right you can get the double duration.
