OVERVIEW

The Elder Scrolls Online v1.3.2 features additional fixes to gameplay, dungeons, and quests. We have also introduced a temporary low-cost skill and stat point respec to prepare for Update 3 going live.


FIXES & IMPROVEMENTS

Combat & Gameplay
General
  • The cost to respec has been reduced to 1 gold per skill point or stat point. Note that this is a temporary change to prepare for Update 3 to go live, and is not permanent.

Nightblade
  • Shadow
    • Shadowy Disguise (Shadow Cloak morph): Fixed an issue where Rank4 of this ability was not increasing the critical strike rating with spells.

Templar
  • Dawn’s Wrath
    • Fixed an issue where Backlash Rank III wasn’t dealing any damage.

Weapons
  • Destruction Staff
    • Fire Clench: This ability can no longer knock another player character back multiple times when it is used in rapid succession.

Racial
  • Orc Racial Passives
    • Swift Rank 3: This passive now provides the correct increase in damage to charge attacks, which is 6% instead of 2%.
  • Nord Racial Passives
    • Rugged: This passive now correctly decreases damage taken instead of increasing damage taken.


Crafting & Economy
Enchanting
  • You will now gain inspiration when deconstructing Veteran Rank 11 and 12 Glyphs.

Provisioning
  • You can now acquire, learn, and craft the recipe Consummate Steak Soup.


Dungeons & Group Content
Dungeons
  • Blackheart Haven
    • Fixed an issue where you could find yourself outside of the playable area by swimming underneath a wall.
  • Selene’s Web
    • Fixed an issue where you would become desynced after logging out.

Public Dungeons
  • Bad Man’s Hallows
    • You no longer need to be on a quest to enter this public dungeon.

Trials
  • Hel Ra Citadel
    • Healing abilities will no longer target statues in Hel Ra Citadel.

Veteran Dungeons
  • Veteran Banished Cells
    • Keeper Imiril will no longer respawn after she is killed.


Exploration & Itemization
Items
  • Auriel’s Shield: This item set no longer creates a damage shield when you damage yourself with abilities such as Equilibrium.
  • Eagle Eye: The tooltip for this item set no longer states that it increases the range of the ability Arrow Spray.
  • Glyph of Rage: This item is now increased by the weapon trait Infused.
  • Song of Lamae: This item set can now critically strike.
  • Stygian: Fixed an issue where this item set wasn’t providing a 20% damage increase.
  • Twin Sisters: The proc for this item set now ignores armor.


Quests
Alik’r Desert
  • Motalion Necropolis: You will now be able to use the door after defeating the wave event without having to relog.

Auridon
  • A Hostile Situation: You will now be able to advance this quest, even if you die to Captain Astranya multiple times.

Coldharbour
  • The Endless War: You will now be able to sprint after placing seeds on the Heritance corpses without breaking the quest.

Grahtwood
  • Forgotten Soul: Adjusted the level of The Guardian of Root Sunder to level 18 in order to match the level of the quest.

Greenshade
  • Woodhearth: You will no longer be teleported to the wrong area if you attempt to travel to another player character in the Imperial Underground.

Mages Guild
  • Simply Misplaced: You will no longer lose the General’s Essence if you die before activating the spider or scorpion seals.

Malabal Tor
  • Brothers and Bandits: Adjusted the level of this quest to level 37 to match the dungeon and difficulty.

Reaper’s March
  • The First Step: You will no longer be blocked from advancing this quest if you leave the temple during the cleansing ceremony.

Stonefalls
  • Protecting the Hall: You will no longer be blocked if you kill the monsters too quickly on the quest step “Defend the Hall.”
  • The Wizard’s Tome: You can now complete this quest if it was granted as a shared quest from another player character.

The Rift
  • Geirmund’s Hall: Fixed an issue where your progress would be blocked if you ran too far away from the bridge on the quest step “Escort Jakaral to the Bridge.”


UI
General
  • Fixed an issue with the dialog options while talking with the Quartermaster about inspecting a keep.
  • Fixed an issue where some Points of Interest would remain on the compass when you left an area and later returned.

    Can one of the weapon crits on Hundings rage get replaced with stamina regen, since the set originally had stamina regen in it.

    Still no bug fixes for "Undeath" or "Healing Ward", it's only been 4 months of reporting I guess, so hopefully sometime next year they will work properly.

    @ZOS_GinaBruno‌ Any chance that in the future, for those of us who aren't terribly active on the PTS, you could indicate which, if any, of the bug fixes are fixing issues only present on the PTS, and which are fixes for issues found on the live servers? There's a lot of stuff here, most of which isn't mentioned in the 1.2.3 known issues thread, and it's a bit confusing not knowing if that's just because those issues never affected live.

    i know for a fact that Skills have been on a 1g per skill point respec since 1.3.0.... why only mention it now?

    I'm not expecting a ton, but really, fixes are needed for:
    --Stamina builds
    --Heavy armor
    --Werewolves

    Please prioritize these, as they are systemic problems that are not going to be fixed without concerted effort.

    Guess I was wrong. Well now light armor/stick nightblades will be even stronger. Well done ZoS, fix the broken abilities that can wait and ignore the broken abilities that are game-breaking.

    I guess I really shouldn't be complaining about any attention to this damn broken class. At least this may be a sign that they're not done tweaking nightblades.

    I sincerely doubt it was intended, since it provided spell crit at levels 1-3, and only at level 4 was the spell crit missing.

    This is actually a large bonus to stamina builds now.
    This means I can go full stamina/weapon crit build and still have my Strife give me crit heals on the HoT (which crits based on spell crit).
    Stamina build Nightblades smart enough to use this morph can now both guarantee crits on people with 7-8 pieces impenetrable without totally gimping their self healing in the process.

    As to the impenetrable idea, this isn't really specific to magicka damage. You can smartly use your shadowy disguise to partially bypass impenetrable gear with stamina abilities. But regardles, valid point. That's something I'll have to think of if I ever end up using shadowy disguise, it tends to break immediately 70% of the time for whatever reason if not using dark cloak. And then it's more like 30% of the time ;)

    Back to the subject of strife, on my nightblade when I switch to pure stamina, I will be trying to get my self heals solely from Degeneration, as it isn't required to do any decent damage in itself for good heals. Although if degeneration isn't enough I'll probably add in strife, in which case this may benefit me. I think I'd rather use it on my melee bar for surprise attack synergy, though.

    But yeah, if one uses strife/morphs in pvp on a stamina build for self heals, then yes this fix has a niche benefit for nightblades. I guess I shouldn't be all so pessimistic though, a benefit is a benefit, thanks for pointing that out. Regardless, my original point remains valid: Fixes aimed at magicka damage only furthers the disparity between the two.

    I would've preferred other changes would take priority, some that are more pressing. Which I'll refrain from going into since I'm sure we've all heard it a hundred times before. But then again, when has what player preferred ever mattered in the grand scheme of mmos? :)

    The fix for Undeath is actually currently in testing, and will be rolled out in a future patch.

    Does this also include the overall fix to the availability of high level purple recipes that you mentioned in the Provisioning Revamp thread?
    The insane rarity of high level purple recipes is absolutely a bug with a fix coming, and is already in the pipeline. For example, it is not our intention that rare recipes are sourced exclusively through Trials.

    After having tested all of the self heals available to me on a Stamina build (aside from Resto staff, obviously) I found Strife gave me the best heal returns. That's also likely part of the reason why they actually nerfed Strife's healing during Beta.
    Morphed to Funnel Health the skill also generates significantly faster ultimate gains in group scenarios.
    I'll admit I never bothered to level Entropy up to Degeneration though. The heal on Entropy was too dismal for me to bother leveling it up to morph.

    I have the opposite problem from you with Dark Cloak. Shadowy Disguise almost never breaks for me in combat (though still does from time to time), meanwhile level 4 Dark Cloak not only breaks constantly, it also tends to not remove any DoTs off me when I use it.

    Hm, it is a bit odd that Dark Cloak breaks more often for you than Shadowy Disguise, while it seems to be the opposite case for myself and the few I've talked to on the subject. I wonder what causes that? I guess that's just further evidence that the base ability is horridly mucked up, and to me qualifies as a 'more pressing issue.'

    Don't get me wrong, I'm certainly not angry about any fixes/buffs to the class I play, heh. I just think ZoS' resources could be better used fixing issues that pose more immediate problems. Of course that's pure opinion, though, and is mildly irrelevant to the changed content at hand.

    Back to focus, you're saying you've tested all of the self heals available to you on stamina builds aside from resto staff, but this doesn't include testing for degeneration because you've never bothered to level it? Fair enough, you're totally correct in that the damage is pitiful, and discourages me as well. But the idea is I'd be using it purely for the healing aspect of it.

    It's more like refreshing a debuff on the enemy every 12 seconds that gives my light attacks a 15% chance to heal for 115% of the damage done, also gives a mild heal every 6 seconds. And on the side it just happens to be a weak dot, the two effects are completely separate. Basically, it's being used as a diluted version of critical surge, since I'm a nightblade and don't have anything similar to augment my weapon attacks for heals.

    So, if you indeed haven't tested degeneration, I will continue in my plan to try using it as my sole source of self heals, and adjust accordingly. If you have actually tested degeneration and I misinterpreted you, then firstly I apologize for writing so much on a false premise, and secondly I'll scrap the idea of using solely degeneration and figure out some other method for self heals ^.^

    Hm, it is a bit odd that Dark Cloak breaks more often for you than Shadowy Disguise, while it seems to be the opposite case for myself and the few I've talked to on the subject. I wonder what causes that? I guess that's just further evidence that the base ability is horridly mucked up, and to me qualifies as a 'more pressing issue.'

    Don't get me wrong, I'm certainly not angry about any fixes/buffs to the class I play, heh. I just think ZoS' resources could be better used fixing issues that pose more immediate problems. Of course that's pure opinion, though, and is mildly irrelevant to the changed content at hand.

    Back to focus, you're saying you've tested all of the self heals available to you on stamina builds aside from resto staff, but this doesn't include testing for degeneration because you've never bothered to level it? Fair enough, you're totally correct in that the damage is pitiful, and discourages me as well. But the idea is I'd be using it purely for the healing aspect of it.

    It's more like refreshing a debuff on the enemy every 12 seconds that gives my light attacks a 15% chance to heal for 115% of the damage done, also gives a mild heal every 6 seconds. And on the side it just happens to be a weak dot, the two effects are completely separate. Basically, it's being used as a diluted version of critical surge, since I'm a nightblade and don't have anything similar to augment my weapon attacks for heals.

    So, if you indeed haven't tested degeneration, I will continue in my plan to try using it as my sole source of self heals, and adjust accordingly. If you have actually tested degeneration and I misinterpreted you, then firstly I apologize for writing so much on a false premise, and secondly I'll scrap the idea of using solely degeneration and figure out some other method for self heals ^.^

    I only tested Entropy; I'm going to be going back and trying Degeneration from your input now though.
    I never cared about the damage on Entropy, it was that the healing aspect that was too weak for me.
    Crit heals on Strife give me back more Health per tick than Entropy ticks did, and the HoT of Strife ticks with about 3 times the frequency (every 2 seconds instead of every 6).

    I'll have to see if the 15% proc chance is sufficient to my healing needs. It would be nice to have something like Critical Surge as a Nightblade.

    Thanks for the update on Undeath, but is there any information on when Healing Ward will be fixed? I've reported it every week since Beta. If you Sprint and sometimes if you Sneak while healing ward is on you, the heal won't proc at the end. In PvP it's literally like 25% of the time you use the skill it just fades and no heal happens. I've reported this bug since beta but no one has ever even acknowledged it.

    Problem is not awareness. It has been shown many times that they just don't care, on the account that they either can't fix it because it needs an overhaul of the system which they royally messed up, or they just don't care.

    They're likely in discussions to come up with various ways to address the issue without having to "overhaul" the system.

    And for PvP what about those that are still able to get into what is supposed to be safe areas?

    I know you guys have looked at this which is great, but there are still people that have been able to get into an enemy factions 'safe' zone and kill people while doing things like crafting or banking in Cyrodiil and looking at their map at a transitus.
    Been here since Feb 2014 - You'd think I'd be half reasonable at this game by now...

    Templar? (magicka starvation)
    Lag in Cyrodiil?
    Racial abilities balancing (races like Bosmer inferior to others like Nord, for example)
    Stealth fix (not only for NB)

    As if something like this would come in an minor Bugfix Patch.
    The true Patch is 1.3.0. The other two minor patches are just fixes to it, there won't be something big, new arriving out of no where.

    The Patch will come most likely end of next week, maybe a week later if they find a major bug that needs to be fixed.

    Any more balancing of Stamina/Magicka and Armor Types will not occur until 1.4, if 1.4.0 will not point out any of it, than it won't come until 1.5.

    Indeed I would like to know the period of which we will have the low cost respec.
    Need to try again a Heavy armour with all the new crafting sets, before I decide I am going back to 7/7 Light or 5 Light 2 Medium.

    (Same goes if worth to spend points on weapons or stick to Class only abilities that work very well)

    Would just be good to know whether there is further balancing coming or not. (For me it means: Should I dump my main character and go for something like DK or Sorc with staff or should I just be patient some weeks/months)
