I'm only going on what they said in the "Future of ESO" panel. Is there more information anywhere? They implied only paying the bounty would unflag you. As for sneaking, they didn't say anything about it iirc, and currently it doesn't work. Of course, it makes no sense to leave it that way.

    they never implied that.

They were asked if it would be on a timer, and they said no, because they didn't want timers unflagging you while in combat.
"Until you pay your bounty, you're actually going to remain kill on sight for a little bit" (which sounds like a timer, but he's just said there is no timer).

    Right. No timer.

But they never implied that being killed wouldn't erase your bounty.

True but they didn't specify it would be deleted upon death by guard either. A statement from ZOS would be appreciated

Right. What I'm saying is that your argument doesn't hold water if you don't have an issue with the reverse scenario (high-level thieves exploiting low-level guards).

I'm sure that high-level guards will seek out lower-level criminals and vice-versa. That will be something the developers have to address, and it will be a problem, regardless of how PvP elements are integrated in to the final system. More importantly, the player guards in an area being a higher level than you doesn't somehow make you worse at being stealthy. You can still commit crimes without being seen, and you can still pay a bounty if you are seen. At no point are you forced in to PvP combat.

We can at least agree that it is to be seen how it actually will be implemented and function. What they say now and what actually will be there at release might not be the same.

I'm very exited about the JS and I hope ZOS will take into account some valid concerns mentioned here. But I will personally support the PVP side of it. It is very mild and more than optional. The way theft and murder work in TES and ESO, you really have to want to have a bounty on your head to get one

    I agree with your sentiments.
They could have ended up going a step further and making it so that players can generate a bounty by killing other players in the PvE zones, but they didn't.
I feel they have made reasonable effort to make the system flag-based in a way that doesn't force players to be subject to PvP unless they actively choose to. This system seems like a reasonable compromise, and will hopefully make the ESO world feel more alive in its execution.
The information on the system so far makes it quite appealing to me; I'm looking forward to hearing more and eventually seeing it all get implemented.

It was repeatedly asked why some one would choose to have PvP consequences if there was a PvE/PvP opt in option.

    Challenge.

As I stated in another post concerning this. Many single player games have Easy, Normal, and Hard. The player chooses which difficulty they want. Some games even let you change it mid game. Here is the thing. If a player comes home from work and had a bad day, maybe all they want to do is blow off some steam and assassinate a couple people and/or rob a merchant blind. They might not want to have the added difficulty of players. That same person could, a day or two later want a challenge and opt in to PvP.

As for rewards, make them different. Not all video games let you see the whole ending if you beat it on easy, sometimes you have to play the game on hard to do that. There are some times other rewards for playing on higher difficulties in these games when there is a 'new game +' feature. So give the players a reward for doing things just PvE, but then make another reward equal to or better than the last that you get on top of the PVE reward for also going PVP.

One thing that is lacking in all the guilds presently are any real reward other than skill line completion for doing the things the guild wants you to do. They could issue randomly generated quests similar to Skyrim to further the guilds goals and those quests in tandem with the activities that already give you skill line xp, discovering books and killing daedra, could offer guild marks used for getting gear and items from them. Now take that idea and apply it to the DB and Thieves guild. Offer more guild marks for those that are engaged in PvP when they commit crimes or random quests not associated with the main quest of the guild.

Right there is your reason to choose the 'harder' PvP path.

Point me to one instance where an MMO player will choose to do something harder if there's no guarantee of a better reward. And then show me an MMO where offering a better reward for either PvP or PvE activity isn't wholly rejected by either community.

I like what I've heard about it so far but I think players hunting another player should have to detain them somehow to get a guard to arrest them or have a bounty hunter guild or a guard skill line with an arrest ability. I will never understand why so many people who play MMO's are afraid of PVP. I get my butt kicked all the time and still have a blast.

This was brought up twice in the thread, but here we go again:

We don't know the nitty-gritty details of the system, but we know enough about it to have a very good idea of the basic mechanics of crime commission/detection/punishment.

That's fine in a single-player where our actions affect no one else.

But do you really think we should have to suffer - yes, suffer - the sight of Mr-Blowing-Off-Steam murdering friendly NPCs and being completely helpless to do anything about it?

I would prefer an option that pleases more players , than one that locks people that want to avoid PvP at all cost outside.

And again , in the end of the day , we are just assuming on how it will actually work ingame, maybe all this has been never an issue since the start.

People who wnat to avoid PVP at all costs might want to consider...Skyrim. I hear there is absolutely no way whatsover that a scary human being can enage you in anything remotely like competition in that game.

I really don't see the issue with opening yourself to PVP if you get caught committing a crime. People always want the cake and eat it as well...

Agreed. Any serious bounty should absolutely = GAME ON. If you want to have consequence-free and basically "safe" evil role-play, try Oblivion. The NPC guards are stupid and bribe-able. This is a MMORPG, and indulging the unreasoning carebear terror of direct in-game conflict with players should not be a design consideration.

Yes, crime = PVP. Sorry. If you want to get trials gear, you need to do trials. If you want that cool achievment, you have to quest. If you want to pillage and burn the hapless townies... then your ass is grass when player guards catch you.

I will have to spend all my time looking for the empty towns to try and avoid this.

none of you will be missed. This game was intended to have a pvp endgame and focus from the beginning. Justice system has been intended from the beginning. You have a lovely feature that lets you opt out of the system. That is all you should really be getting, imo. They've catered to you far too much as it is. No, it was not released with only PvP in mind. It's an MMORPG. Durr. Yes, PvP was used in the sales pitch and adverts, but again I refer you to "that does not mean it doesn't belong."...and I also posit that the major draw to the game IS NOT the PvP aspect of it.

You just don't seem to get it. Just because they have it does not mean it SHOULD be there, or that it belongs. It's because of caving to people that WANT PvP that it's in MMORPG's. No, they were not built with PvP only in mind. Yes, these balance issues lessen them.

I'm confused by the last part, which you clearly thought was clever, what else would an arena be? Do you think real PvP'rs want staged combat?

I don't think Craglorn was planned as is before release, I suspect they are trying to up their bottom line by appealing to raiders, who, by the way, are not even the majority of PvE'rs. It's a very small section of the pop, and it is frustrating for everyone else being denied content.

Wanting pvp that you aren't forced into doesn't mean you are "Against" pvp. Some people do not fall along such black and white lines. They want pvp some of the time and pve at other times. I would say that is most of the populace. And that is fine, I completely understand most people not wanting to be hammered all the time by other players spoiling for a fight. It can get tedious, I agree. I prefer it, but it does have its downsides.

Anyway, we will see how not focused on pvp endgame is when IC is released, as has been planned from the beginning as one of the crown jewels of ESO.

I like the justice system as currently described by the developers.

Well all the Pvp crowd is getting what they want. Full World Pvp. For us that do not want it i guess it is time to leave. The system will not work. It is to Heavy handed and will be open to much errors and mistake. One mistake and you are hunted. The Pvp and grief crowd will be pleased.

I don't like the justice system as described; I want to be able to choose whether my character is able to be flagged for PvP action.

Believe me when i tell you , considering the amount of player that still play skyrim everyday (and i mean only on steam lols), TONS of players already do.

Here is the thing , for each and every single one of those players that decide to go back to skyrim/oblivion/morrowind and leave ESO , that is one less sub around.

Personally i already tell people to not buy this game, i just consider zen doesnt want to lose even more subs than the bad PR costs.

none of you will be missed. This game was intended to have a pvp endgame and focus from the beginning. Justice system has been intended from the beginning. You have a lovely feature that lets you opt out of the system. That is all you should really be getting, imo. They've catered to you far too much as it is. None of you will ever be happy with what you are given, and only ever want things to be easier and less rewarding.

and THAT will chase a lot of players away.

Again i ask you to bring up the dev post or vid where they clearly stated that their intention for end game is PvP.

Go on , we are waiting, until them all these posts where you keep bringing this up are just your understanding of the game and has nothing to do with their vision.

Considering how they implemented craglorn AND keep adding to it even now , i personally assume endgame is not focused on PvP at all.

In the end , they will catter to the majority , tons of players here already said they like the current system because they believe they wont in anyway be forced into PvP , which already shows many are against PvP right now :P.

Honestly , i believe that IF the DB AND thieves guild require the player to take part into the justice system and you can fall into PvP easilly , the results of such poll would change a LOT, but that , just like this system , remains to be seen in the future heh.

PS: the first content to actually receive the name "arena" in this game , yeah "arena" , is PvE end game content :P.

Well i might be wrong here , but i dont believe that are PvE players that keep asking for it over and over for arenas, or that it was them that created threads complaining about this.

I agree craglorn was made to appease raiders , but that is because on themepark MMOs like ESO , raids (or trials name it anyway you want really :P) , are what most consider to be end game PvE , even those that dont do said raids (like myself), still again , there is nothing saying craglorn was not planned , if anything i believe it was planned before launch.

It is for good or bad a huge zone , there is noway they had it done that fast just after the launch with the huge amount of issue that were out , now on another major update they are just adding a fraction of the size craglorn is.

I will also agree that people dont always fall into such black/white lines , which keeps my opinion that in the end we will only be able to trully see their reaction to the justice system once it hits really. Atleast until it hits the PTS.

There were some pvp'rs crying for arenas, but I wouldn't say it was the bulk of them, anymore than there are pve'rs who want more small group content. Those people just didn't use the term arena.

Dunno , still i personally hope a great deal of PvE players are actually asking for small group content and solo content.

Being a solo player that mostly PvE (while i do PvP from time to time myself) i would welcome that :P.
