Have all accounts that are eligible had gifting unlocked at this point, or is this still being done? I have friends who are now able to gift but I'm unable to, despite my account being many years old, played pretty much daily, always on ESO+ and having bought all chapters. I'm not sure if I should be sending a ticket yet or waiting longer.
Also adding my voice to those saying they'd like it confirmed if gold for crowns exchanges are acceptable or not.

Explain that magic for those who doesn't fit well with AM PM things. I thought maintanance alredy should fire today, but I can't see it on ps4 server, so what is going on?

I note that although your post deals with the question of whether or not gifting is allowed, it doesn't yet answer the question of whether players will be permitted to gift those Crowns in exchange for gold.
Zenimax's previous advice on the topic has unfortunately been entirely at conflict, with staff stating both that it against the rule and, in complete contrast, that it is not. Screenshots of these historical comments can be found on numerous past threads.
Equally, neither Section 2(C) nor 2(E) of Zenimax's Terms of Services really deals with the issue (if anything, the current draft of clause 2(E) expressly precludes gifting, despite this being permitted by the system).
Crown to gold exchanges have plagued the economy significantly for around 2 years by now (and to a lesser extent, for multiple years previously), but i dont think anybody knows for certain what the rules are here.
Please could you therefore provide a clear answer to the following questions?
1. Are players allowed to gift crown items in exchange for payment by ingame gold?
2. If this is allowed, are there any restrictions on such exchanges that players should be made aware of?
Tagging a few senior GMs to whom this answer is likely to be of interest (no doubt plenty others are too)

Thanks to those who replied earlier - I didn't want to send a ticket for no reason, but still no gifting unlocked for me, so ticket sent.
It says to allow AT LEAST 7 to 10 days for it to be processed.
I've been playing for years, on ESO+ nearly the whole time, buy new chapters on release, never been informed I'm in violation of anything, and an active guild leader who logs in close to every day. Really does leave me wondering what the criteria for gifting is, and needing to wait a minimum of a week for a reply feels a bit harsh.

Glad to hear it isn’t just me! I was excited, totally killed it for me.
Can you confirm its been re-enabled on consoles too please? I sub, regularly buy crowns, play daily and have done every quest in the game except one of the trials, and still can't gift. Not sure what else I could do to qualify that I haven't already done.
One think I note is that my account page that is linked to my playstation account doesn't show my eso plus, any of my crown packs I've bought, the chapters I've bought etc. I'm not sure if that is because they are going through the sony store and therefor not showing as bought on my subscription or billing history pages

I'm wondering about this as well. I'm on PC but play through Steam, so my chapter, ESO+ and any crown purchases go through that, and don't show in my billing history. If this is the reason then there's going to be a lot of tickets for them to process.
