Seems to be the new normal with ESO, where they add something new that everyone is going to want to have, but absolutely bottle the execution/implementation. I got all 5 style pages after a lot of unnecessary grinding, and it made me realize that I just don't care anymore. I've since loaded up and played a handful of other games that I've been missing out on because I've been playing ESO.

That's a bit sad. I think the minute people started complaining literally en masse about the drop rates, they should have responded with something. Either tweaking the drop rates or maybe announcing that the pages will be purchasable with tickets after the event. Or really anything.
I feel like people would be more understanding if they came out and said that the drop rates were in error, rather than the product of cold calculation in order to get people to play more, regardless of how mindnumbingly dumb the grind was going to be.

I feel like it's always one extreme or the other when it comes to loot. You either get it super easily or it will take tens of hours.
And please let people do what they want with their loot, especially if it's only a style page or a skin. This should be a part of your "Play however you want" philosophy.

People don't seem to realize but they announced that these style page drop "with some chance" or "a bit of luck", and - apart from the "very rare possibility" for the item that seems to drop most often (Trueflame), these item are rather extremely rare - at least when I read the German site of the announcement
I wonder if this announcement had been a sort of Fool's April prank that they forgot to reveal at the end of April 1st...
EDIT:
They now have changed the announcement and say that there is a "minor chance". At least they have, after more than a week changed that.
Still, I wonder how they explain that Trueflame apparantly has a significant different realized drop rate than the other items despite all items being qualified as having a "minor chance" of drop according to the new wording.
Anyhow, I've stopped farming them. It is a bit sad, because I really wanted to have the worm staff above all other items and that is the item I will miss out. Well, they can keep it to themselves. It is for sure another brick into my growing disengagement with the game.
Any word from them about fixing the drop rates? I have everything except for the helm been farming for days

Reading the many discussions about RNG & drop rates in this celebratory event is rather depressing.
An old blues song keeps running through my head: "If it wasn't for bad luck, I wouldn't have no luck at all" (Albert King).
