It's a new problem. It only started with this event.
There are always above 20 or 30 players on geysers, even right now at night. And the servers clearly don't support this number of players at once in the same zone. So, while the geyser is on the ping rises above 999. Many times I'm even removed from the server while trying to play it. But right after it ends, after all players leave, the ping returns to 100. It's only when there are dozens of players there. You can test it now. I'm on PC EU.

im on PC NA if that makes a difference

I work forty hours a week and I still got the style pages. They wouldn't feel special if you got them immediately for logging in, that's dull. It's not like these are aetherial dust or something, most people will get them if they put in the work. Geysers and Vvardenfell weren't too bad, but the fishing and dolmen ones took hours...but I still got them.

I'm PC NA and have always had horrific lag with geysers since day one. Too many effects triggering with skills, etc. (and I keep those settings low). Dolmens aren't bad at all - until an event means many more ppl than usual. Then it tends to be a bit laggy but nowhere nearly as bad as geysers. Harrowstorms are hit-and-miss with the lag.
So far I have spent around 17 hours farming geysers alone, I stopped counting at 200 + geysers done. I don't see the point in these low drop rates on something that is bound. the only reason I can see is FOMO driving player numbers through the roof as people try and drop these 4 style pages.

i got the staff of worms in like 13 dolmens lol, geysers werent as lucky as dolmens (~2 hours of farming those + 3 geysers on sunday to get the drop)
but RNGesus made up for it by not giving me the barbas helmet for 17 hours of WB camping, and was killing those WB on respawn (assuming 5 min per boss would have been ~200 WB kills to get the barbas helm for me)
from the anecdotal thread on the drops, the fishing one seems to be generally the best drop rate, and the other ones are all over the place for how lucky people get
- fishing is easier because it has the largest number of chances per minute (you can do something like 5-10 casts per minute)
- dolmens are a little better because theres several zones where the dolmens are close to the shrines, but theres still the travel time + complete time per dolmen (i would probably estimate 1 dolmen is cleared every 1-2 minutes)
- geysers are like dolmens, but longer travel times and take longer to complete (estimate your only clearing 1 geyser every 3-5 minutes)
- WB have the 3 min cooldown on loot, so that at a minimum is 1 WB every 3 minutes, but could potentially be longer if your camping a single WB vs traveling to get to another one
the if the drop rate was say 2%, statistically the fishing one will be the easiest to get the drop from due to more chances in shorter time period, but will be on the mercy of RNG for the other methods
The trouble with any RNG is, there will always be outliers.
And those outliers come on the forums to tell us all about it - skewing the numbers and creating more bias for anyone who'd begin.
Personally, I did 40 minutes of Geysers, didn't get it, went and fished and in TWO fishing spots... caught the style motif from there so...
How do you know it's bad RNG and not YOU PERSONALLY SUFFERING?
All RNG is bad when you consider the idea that not everybody will get them - you went in thinking rng meant eventually you will, and no, that's not how numbers work.
The bigger issues is they're bound, not the RNG - complain about them being bound and unlucky people having no way of getting them instead!
Outliers are players too.
Their experiences mean just as much as those who get all their pages more or less immediately and as everyone in between. It is not bias to see how many people are finding it so frustrating to get these pages and to sympathize with them and to struggle with the result.
If everyone here on the forum and in my friends lists and in guild chat and in zone chat talking about how painful they’re finding this grind are all “outliers,” I also really have to question why there are so many before the week is out. How many more players won’t get these pages at all, as you said?
It took me at least 20 hours to get all five pages, and I’m on the lucky side compared to just about every player on my friends or guilds lists who’s trying for these. I was frustrated for myself, but I’m sadder for them. This is not what a celebratory event should feel like for anyone. I don’t want my friends and guildmates feeling this way because of a FOMO mechanic in a game. The worse these types of things get, the less that people will want to play. That’s the opposite of driving engagement.
If there is a chance (and it seems like there is a big one here) that people will not get what was set in front of them as a collectible for the event even though they are putting in the time, that creates eminently avoidable frustration and upset. Why is that a thing? And why is that a thing during a 10th anniversary event? That is not a way to celebrate.
Your last paragraph would have forestalled this, and it was proposed by players on the PTS. But it was not incorporated into the live version, so it was not seen as a solution in ZOS’ eyes. This is the result of that.

I've had stuff I was farming for Never show up. I had a character fishing Arteum for the Broth recipe. multiple days, many hours - Never got it.
fast forward to this new character. while doing antiquities on Arteum, did a little fishing, got pickled recipe (on first satchel), Broth recipe, blue crayfish and Sword recipe over a span of 3 hours tops.
sometimes life is good. sometimes its carp. Just go with the flow, don't get too high, don't get too low.

And I'm not sure how the new style pages could even get us to spend money at all. There is no way these pages can directly drive sales because there's nothing to buy. They can't be had for gold, tickets, or crowns. ZOS doesn't sell time or RNG.
Are they hoping the more time in game people spend grinding them, the more likely they will be to buy other things? If anything, the predominant sentiment on the forums (and in my guild chats and discords) seems to be that the grind is turning people off the game, not driving them to the store. It's a bit baffling.
The vast majority of event items are easy to get. I think it's fine that a few aren't.
It's fun to some people to put effort into obtaining something rare because they'll value it more. Those people are paying customers too and are also deserving of content that appeals to them.
I would prefer it if they were rare because of a challenging combat event or puzzle, but that would be even more controversial! So a grind it is.
I completed the geyser grind and was able to find ways to have fun with it. I enjoyed learning how to ensure I always got boss loot ungrouped, finding the optimal paths between geysers and even little things like remembering the order in which geysers become active.
As an mmo vet who has played this game since the open beta, I'm disappointed by how watered down everything is now. And this is why. A playerbase that is intolerant of *anything* being inaccessible to them.
