Even with the event being 20 days, at these drop rates many of us will not be able to get them all.

Not everyone can sit there and mindlessly grind away after doing nothing but mindlessly grind at their job for 40 hours a week minimum.
While the idea of these new styles is great, having them tethered to the event is not the best.
An anniversary event should celebrate all aspects of ESO, and reward players for their favorite activities rather than force them into the worst aspects of the game.

I worked 40 hours this week, watched my kids, and still found time to get the style pages. One just has to want them.

It is frustrating if you really want the special items, but those aren't the only things available...
my friend have style from boss in vvardenfell (around 1-2h farm). I spend over 10h boss farm and have nothing. I think something broken here.

The only hope you may have is, that they will be made available at a later date (eg. next year) through the event vendor for tickets. BUT(!), I wouldn't count on that. I do think they are event exclusive!
Regarding the drop rates. Its really pure and really bad RNG .
I, for example, did 72 geysers in Summerset and 28 dolmens in Auridon yesterday and got nothing. In Vvardenfell I did 5 WBs and got both Style Pages.
The one from fishing I haven't tried yet!

I can guarantee you that there absolutely is...it is their job and the design in painfully intentional. This is not 5 bud's sitting in a room putting this stuff together.

Although mistakes have been made regarding drops in the past I concur, this is not arbitrary at all.
How long players engage with the event and the fact that the grind can be completely bypassed with event tickets, which can be purchased for 'real world' money, most definitely factor in on their choices and where resources to plug unforeseen workarounds/bypasses are diverted to.
There is consideration given to the player experience, but with an eye firmly placed on where it intersects with the publisher's goals.
Finally finished all five styles yesterday. My drops were as follows:
Staff of Worms - 89 Dolmens
Ul'vor Staff - 76 Abyssal Geysers
Trueflame - 1 fish (yes, one singular)
Barbas Helmet - 96 Vvardenfell boss kills
Sunna'rah - 184 Vvardenfell boss kills AFTER looting Barbas, so a total of 280 kills.
Minimum waiting time between Vvardenfell bosses came to 23.3 hours. At least with the dolmens and the geysers, I could let the zerg do the majority of the heavy lifting and just get the chest at the end. And of course the extremely fortunate Trueflame drop - heard stories of this one peaking at ~250 fishes.
Never give up, you have another two weeks to get them!

Honestly, I would appreciate if we received more grinds like this in game for cosmetics. It gives players a reason to do content instead of get everything done in a day and move on. If it's built to be under 10 hours, I feel like that would be the best. Anything longer would have to look very good to be worth getting or else it would be a waste of time.
fishing- trueflame sword - dropped under 20 nodes - around 45 mins - i ve heard this has a higher drop rate than the rest- and its held for me...
dolmen - worm staff - day 3 of about an hour each day - nothing. having joined a bunch of groups and having group loot= id say 2 drop every hour or so for the group on average... havent been lucky yet
summerset geysers - 1 hour - nothing so far....
only way to make it worth ur time is to open netflix on another window,
pop on some training gear, pop a potion, and level ur toons or weapon skills etc- so youre at least being productive while farming. might save u from questioning ur life choices too.
