If the behavior is the same then it is not likely related to the enhancements that were PC related.
I believe it has to do with the changes in the way that textures are loaded which is common to all platforms.
If you remember they tried to roll this change out once before had problems and had to reverse it.
If I move slowly into a new area I rarely get the freezes, but if I am moving fast running or on mount I get them on PC and PS4.

Laymen’s question here ... if we have a superfast Internet connection (hardwired, over 100M) would that be a good reason why we wouldn’t be seeing many issues?

ESO in general does not do will with loading and rapid maneuvers. Same often has happened to me on XBox, so now I often kind of slowly meander into a new board until I feel confident that the game has caught up. Been doing this a long time now.

They fixed the freezes on the last incremental patch. Maybe they forgot to add that fix on the Xbox version?

This was my life in PvP PS4 NA last night, except some freezes were unrecoverable (Had to force-close app and restart)
