This is what I noticed with my e-mails and the other screenshots I have seen.
The pre-order bonus items (rings of Mara) definitely warned you that you should not delete a character with those items in your inventory.
The customer appreciation e-mails (the monkey per for beta testing) did not have that warning in the e-mail. Technically you did not pay for those so I hope they won't prioritize returning the monkey pet to people when there are folks who can't log in or who purchased the game and it does not show on their account page.
1 of the 5 in game messages had a warning. None of the pets, nor the explorer pack came with a warning on it.
Who is going to take their mara ring off one character and transfer it to another via the bank? Those items should always be per character not per account.

Devs already admitted that they should have been more specific about the items. They are working on it.
