Pledges and vet random guarantee a crystal, so that's 3 a day per character. "Occasionally" has historically indicated a fairly decent drop rate (like 20-40%), which is reasonable.
You also get them from trials coffers, so if you run through all 5 on normal, that's another 5 per week per character. Plus the guaranteed ones from whenever you complete VMA and VDSA.
The only chance-based ones are RFTW (which are easy to accumulate), additional vet randoms, and dungeon final boss drops.

A new way of altering your equipment is available in this update. Transmutation allows you to permanently change the trait of an item to one of your choosing! The requirements to utilize Transmutation is as follows:
Transmutation can only be done at a Transmute Station, which is a new service station found in the Brass Fortress.

sounds like more RNG to me, the fact that its 100% drop rate on PTS makes it actually worse because we cant test the TRUE drop rate before it goes live to see if its acceptable.

All 3 of those things (motif drops from dailies, daedra heart drops, survey drops) I think are aptly described as "occasional". They tend to use "rare" and "very rare" to indicate rates along the lines of 5% and 1% (compare the Stonefire Scamp drops to the Soul-Shriven skin drops).
In any case, there's precedent to believe the drop rate will be reasonable.

thank you, this is the only thing im trying to prove is wrong with this system. if it were a 100% drop rate, i honestly dont care if its 40 runs. this goes back to when we had abysmal drop rates for helms in vet dungeons, we dont need more RNG.

There is a warm, fuzzy feeling that comes from having your toon geared with "perfect" armor and weapons that has NOTHING to do with how (or how often) you actually play with that toon.

It's not just ESO. People EVERYWHERE will complain about just about anything.
Truth of the matter is, no matter what, you are not going to be able to please everyone. Players looking for a quick shortcut are naturally disappointed as this did not turn out to be the case. As an active trader, I would have been quite pissed if they had made transmitting items so easy that it completely disrupted the in-game economy. And as someone who does vet dungeons as well, i can also appreciate having an alternate means of obtaining a specific piece that may have been eluding me.
On another note, for all the clamoring for ZOS to add jewelry crafting, it would necessarily have to be extremely prohibitive and costly in order to avoid disrupting a large segment of the in-game economy. Think about it - why do purple jewelry pieces from sets like Mother's Sorrow, Spinners, Spriggan, Briarheart, etc., cost so much? Because you can't craft or upgrade lower quality pieces. In order to go 5 deep in two different sets, at least one must be a dropped set, and you will need some jewelry from that set. If it was possible to go 5 deep in two different crafted sets then overland dropped sets would be rendered irrelevant unless buffed, in which case crafted sets would become irrelevant. (I.e, an armor piece from the Spinner's set with the divines.trait can cost tens of thousands of gold because it is needed to complete a set whose relevance is in part due to the fact that you CAN'T craft jewelry.
Also, making it too easy to obtain the best gear trivialized any sense of achievement in having earned them. Right now with dungeon/trial sets it's entirely a matter of luck as to getting the piece you want (notwithstanding the fact that you still need to be able to do the dungeon/trial.) This new transmutation system seems to be mainly a mechanism for mitigating really bad luck with the RNG. (Which I'm guessing is the exact purpose for which it was designed.)

in fact, one of the most irksome aspects of this new transmute subsystem to me is the tower shield sized and shaped shaft given to the questing community.
Maybe i misread the long list of who gets to use the trasmute subsystem but it looks an awful lot like the entirety of the bronze-silver-gold questlines and all the side quests and all the mage's guild and fighters guild quests and even the main core questline to finish of molag you-know-who as well as each of the new DLC zone quests for Gold Coast, Abbah Landing and even CWC itself all get shut out of the transmute system.
The hours upon hours of all that content - they apparently do not **need** to give you access to or opportunity to play in the new transmute playground at all, cuz, you know, that content is not, what, "worthy enough" to get a place at the holy, blessed, only for the noble elite players "transmute table"?
guess that shows, the list provided by @ZOS_GinaBruno, how the folks at ZOS value their own questlines and those who play through them. You questers, you deserve to be shut out of transmute, right?

No it's not grinding itself .It's improvement to grinding , additional currency during grinding and other activities that will help You get adventage over totally RNG based grind.

This improves itemization ibcredibly well while not making it brainlesly easy which at the end could just destroy the game.

when this goes live, it wont be a "sure thing" 1 crystal every time you run the content, it will be "occasionally" which translates to more RNG. add on top of that youll need 40 of these crystals. finally, you state this is exactly what you asked for, show me where we(because im part of that "we") asked for more RNG?
Pledges and vet random guarantee a crystal, so that's 3 a day per character. "Occasionally" has historically indicated a fairly decent drop rate (like 20-40%), which is reasonable.
You also get them from trials coffers, so if you run through all 5 on normal, that's another 5 per week per character. Plus the guaranteed ones from whenever you complete VMA and VDSA.
The only chance-based ones are RFTW (which are easy to accumulate), additional vet randoms, and dungeon final boss drops.
It's confirmed pledges have them as a reward?
Do they come as part of the vet rewards or the vet quest rewards?

Are you implying that running fungal grotto 40 or whatever times is not brainlessly easy? Cause you kinda contradict yourself.
@STEVIL The question I keep asking myself is, why would anyone who strictly quests be in need of the crystals in the first place? I cannot think of one reason why anyone who only runs quests would need dropped gear in ideal traits. There are perfectly viable --very viable!-- crafted sets that can be crafted in ideal traits.
What I'm asking is: Why would someone who doesn't run the content that drops crystals need crystals to re-trait an item that drops from the content where you would also receive crystals?
ETA: Before it's mentioned, sure, overland gear. But you can just buy that stuff in guild stores, or farm it solo while you quest. Rarely is it difficult to find an overland piece in an ideal trait from the many sources available in game already.

If You think You'll get 40 keys after 40 runs then You're contradict Yourself. Bosses there will only have a chance to give You crystals. It'll be much more time consuming if You'll decide to get those crystals that way and yes I think if something is time consuming it's not brainlesly easy like for example running 5 times on fungal grotto like some people were thinking.

You are right. We can toss aside the main questline of the core game, all the zone quests, all the side quests all the other such stuff that are not "worthy" enough to need to think about traits at all and go do the dungeons that matter.

That's not that logic. You don't need to stop doing content A. You can do content A and content B.In your case it's even easier - it's the quests you are talking about. Just complete all quests and then do what gives Crystals if you can't do those activities in between.
Again - it's quests. It's not repeatable content. You do them once and that's all. The goal is to give people more reasons to do repeatable content. Which is open for you to do, too.

That's just you over reacting. By your logic it's also not for end-game pvers. Then who is it for? People who run pledges every day? Because you can't seriously say that 1 crystal a week for doing whatever the latest trial is is catering to anyone.
So yeah, it forces everyone to run content they don't necessarily want to run. Not just you questers. Also them fishermen, also them RPers, also them end-game PvErs, them achievement hunters, etc.

That's a good question. Again, unless you seriously mean that overland sets would be faster to transmute if you got 1 crystal per quest. But idk, 40 quests seems like a long. And again - you wouldn't be able to transmute as many things as you want in principle because there is limited amount of quests.
