Therefore, this is blatantly not cheating. Account sharing is still against TOS but something that's allowed on 1/3 of platforms can't be considered cheating on the other 2/3. That's like console players insisting addons are cheating because only PC has them.

To me, account sharing is if someone lets another person create characters on your account so they don't have to buy their own game. Just letting someone use your character for 20 minutes is not account sharing, in my opinion. If I let my niece play my character for five minutes, is that account sharing? How long before it becomes account sharing? Ten minutes? Fifteen minutes? Half hour? Four days? I guess that would be a whole other thread discussion.

A friend comes over and wants a go on the game, or has a character on your account and plays at your house (without knowing the password) wouldn't really cause many MMO companies to care.
However once you start giving online friends or friends you meet in game access to the account is when problems arise. ZOS (and most MMO companies) don't want to deal with the fallout when you upset you friend and they go delete your characters or steal your stuff.
Also I go back to my point earlier where if the person you share with goes and does something which nets them a ban, if your account is linked to their IP there is a chance you're going to get the ban as well. This has happened often in another MMO I have played where account sharing was common.

In regards to account sharing for my reasons mentioned above.I don't even see the problem. Maybe it's not allowed in the EULA or something, but I personally don't see why it shouldn't be allowed.
Most games will ban this (but not actively hunt players for it) as a way of protecting them against people who share accounts and have falling outs.
Also should they ban all accounts linked to an IP/Location/System they will accidentally ban innocent people if sharing has happened.
As for paying for this. If it's done with real money then it's letting someone make profits off their IP which most companies don't tend to like. As well as helping to break the competitive side of the game for those that care about it.

RMT is 100% unprovable in situations like this. There's not even anything suspicious they could flag since a change in IP or geographical location can be faked.
I think it's a total witch hunt to go after anyone for account sharing UNLESS the accounts are directly linked to gold sales. The reason for this is because account sharing is essentially legal on one of our platforms.
Now I understand the TOS, but I also understand those things are put in place to cover the company from liability or involvement in the issues that can arise from account sharing.
But for now, something as simple as "I was having latency issues so I deciddd to try some weird troubleshooting and run through a proxy since I've tried everything else I can to improve performance, I realize it was a shot in the dark but I can assure nobody else has logged in to my account" is an adequate defense. Sure, and I understand even if OP reported this something may not happen, however ZOS and other MMO companies have means of tracking things. CCP Games are fantastic at this and have caught many people out.

No. Cheating is bad and should be reported if you can prove it and it negatively effects others. This case 1) cannot be proven and 2) does not harm anyone in any way.
Regardless, it's still a rat move. Doesn't mean it's wrong, but why rat when you have absolutely nothing to gain? You guys need to watch The Wire or Narcos and for a tutorial on the correct times to rat, which is essentially only when your life (or in this case game experience) is being threatened.
It was fine for everyone to cheat to gain gran overlord right? It's just a title and didn't effect anyone?
Is this issue here breaking the game to the ground? No. Should we condone breaks of ToS because they don't effect us? Also no.
Grinding Grand Overlord also gets you skill points.
