Before we jump into it, I'll beat you to whatever you're about to say - yes, I am running two proc sets on my stamblade right now.
Yes I am doing this on stream.

The truth is it should have never existed to begin with. Enjoy it while it lasts
So I think you were being a little snarky with that last comment, simply because you are enjoying it while it lasts also apparently.
While it lasts could be along time, or a short time, maybe you know, I don't. I said it before, but Ill say it again, I don't want a blanket nerf, I want specific sets nerfed/changed. However, I know that what I want could very well not be the right answer. cheers
Imho, the smart ways to deal with it are to either throw a global cd on procs, or make it so Impenetrable reduces proc damage. The second solution would take a fair amount of work I suspect, but has the benefit of not ticking off the people that need to use proc sets to faceroll overworld pve. Impen is supposed to be our anti-random burst pvp stat, and tbh it's not as good at that as it should be atm.
A nitpick remark. Proc means programmed random occurrence. In this terminology, Viper is not a proc, Alchemist is not a proc, Seventh Legion is though. Viper is a cooldown set.
On topic, the reason why the complaints about damage sets are not apparent is because a viper burst is equivalent to 1000 more weapon damage if you are dizzying swinging nonstop; but who does that in pvp anyway.
