Either that or get rid of classes as we know them and let us learn everything... but limit passives based on what is slotted in your bar. That notion will never happen though, but it would be nice. A person can dream.

Not really, I feel like we need to have character creation choices mean something... we're only class and alliance change tokens away from never actually needing to make a permanent choice in the game.

"Desire" is all on you.
People that have played through, but do not have the $$$ (an actual real limitation) would not be able to switch at will, giving those that can an unfair advantage. You'd be dangerously close to a P2W feature at that point.
If you simply want to keep your appearance, as you've gotten it just so, I can see it, otherwise, no.
If this ever were to be implemented, it should be a one-shot deal per character. No re-rolling every time the wind blows. Place that limitation on it and I think people would find it less desirable, very quickly.
I'd be fine with skyshards, lorebooks, and motifs being account wide, but there is no real need for this feature otherwise.
If you want a new character, make a new character.

This argument makes no sense, though it's touted often in class change discussion. If you want your class choice to be permanent, then you don't ever have to change it. But why should you want to limit what other people do with theirs? Why do you care?
Classes are completely arbitrary. There is no reason whatsoever not to allow some form of class change, or better yet, a complete dissolution of ESO's class system which is an abomination to what TES fans expect from character building.
