Just stepping in here...it's bullying because he's picking on just the one group he knows he can beat (aka farming noobs)...and on top of that demanding gold because otherwise he won't leave them alone.

Bring your guild in, should be able to summon a good 30 helpful, angry people on offnights to back you up OP, and 100 on peak hours easy...pretty sure that will do the trick

Here's some solutions. You seem to have been in a group. So if you know a ganker is around there's a few things you can do;

1. caltrops entrances/exits
2. Have someone run RML and a hard CC.
3. Save your ults. Gankers almost always work alone or in pairs. This means they are outnumbered. Ult bomb them. If its a big group of gankers.... then im afraid you have to run or gather more numbers.
4. Put 1 or 2 players on guard duty. Ie: their sole purpose is to watch your backs and CC bomb gankers who jump you.
5. If you cant PvP, and a ganker has taken a liking to your group, farm somewhere else.

Reporting someone for ganking you is not going to do anything... You are in a PvP zone. If a ganker does kill you again and again then pm hate/mocking tells to you then yes, that would constitute harassment. Him/her killing you again and again cos you guys make it easy for them does not constitute harassment lol.

Most time I would have to agree with you but, it was XP week and most the people I met in IC grinding were VERY nice and we all had an understanding getting about 1.5m XP per/hr and leveling like crazy. But still doesn't make it right for someone to ASK FOR GOLD TO STOP KILLING PLAYERS. ... I understand that I could have called my Guild in to help kill him but I wanted to see if this was just a 1 time thing or have more people been affected by this. AND IF WE ARE GOING TO ALLOW THIS WHERE DOES IT STOP.

It doesn't stop. You are in a PVP zone. Get over it or play a different game. What don't you understand about PVP zones?

My usual response to this sort of "Issue" (Which it really isn't) is to... Gank the ganker. There isn't any rule that states that you can't use his own tactics against him. Leave one of your friends visible as bait, then when he comes, engage him from stealth. You could also ask your whole group to drop meteors on him. That works as well.

Trust me when I say that there is nothing more humiliating then getting hoisted on your own petard. The thing about most sewer gankers is that pride is the main thing that drives them. Wound it repeatedly, and they will bugger off for good.

Also, if you don't pay him, he gets no gold. He might as well have been yelling into the void for all the good his PM does.

You can. Simply walk up to them and (if you're on PC) use the chat window to demand gold from them. Of course, it's up to them if they decide to give you the gold based on any repercussions that may happen (if there are any).

As soon as you step foot into a PVP zone, that all goes out the window. PVP was put into this game so that players could kill other players over and over and over again. If someone whispers you and verbally harasses you you while in PVP area, they should get into trouble. Offering someone the opportunity to pay gold in return for no longer killing them is awesome and there is nothing wrong with that. Heck, in the Thieves Guild you can use a ticket to get the city guards to let you run without being killed. Think of it the same way.. A guard will kill you over and over again if you are wanted. You can use an item for them to turn a blind eye to you. It is the same thing!

Not only do grinders feel they have the right to interfere with legitimate questing in PvE zones, they also feel entitled to interfere with the proper function of a PvP zone too. If I go to a PvP zone for quests, skyshards, tel var stones, or whatever, I expect to encounter enemy players that will try to kill me.

Go grind elsewhere if other people using a zone for what it was designed for bothers you so much.

Not really a bannable offence - the person didn't use bugs or hacks to kill you, neither did they harass you or insulted you. (And no, killing/ganking in a PvP map is NOT harassment, despite what people on forums seem to claim regarding this issue).
They are allowed to kill you (hey, it's a pvp zone) and if he can make money that way - not really anything against ToS there either, all you have to do is ignore him or say NO. It's not anymore of a violation than buying or selling Vamp/WW bites is. (Paying for quicker or easier way to get features, in this case the feature is keeping your stones and "buy" a safe passage)
Only case ZoS might step in if the said person insulted you or used rude and offensive language OR used hacks/exploits/bugs to kill you and your group, but if neither of them applies in this case - just carry on.

Nothing wrong with him killing you over and over. It's PvP, he's PvPing (this coming from someone who loathes pvp because of the cheap ganking tactics people use and who hates the idea of mixing pve and pvp). But really, if he's killing you and your just going back to same spot expecting things to change, then your insane. Gankers are maggots but there's nothing in the rules against it

The extortion thing is an issue, it's a very grubby thing to do but it's not very effective, it's not like he can forcefully take it from you. Best way to deal with it? Find a way to kill him. Or back out and switch campaigns. Pretty much all you can do.

It's not difficult, he died in pvp. Asked the guy to leave him alone after multiple deaths. You can easily just be out pvping and run into the same people over and over. THIS IS NOT HARASSMENT. It's pvp and the group made the mistake of returning to that spot. After you die twice common sense would tell me hey go some where else. But no, we are here trying to pretend that there is something wrong with what happen. I'm sorry. There isn't. He is not upset at dieing over and over. He is upset that the ganker is demanding him and his group to pay him 20,000 gold from each member of the group to stop ganking them.

So he is asking if asking players for money to stop being a griefer is against the rules.
