Tell ya what, if you can tell us how to have a deaf or hard of hearing individual to communicate with others effectively without text chat then you MIGHT have a good point, also I don't care if text chat wont stop the kids playing rap or idiots eating doritos with open mic. However it will be nice to have the text chat so I can choose to leave voice chat and can still communicate and the child can still eat his Doritos and have rap playing lol win win.

To me, from past mmo eperience, a guild is everything that is important in an mmo.
In this mmo, you can have up to 5 guilds, mines are like this:
1: Main guild, rather small french guild, 80 people or so.
2: French guild, social guild regrouping all the french players we can get. About 415 people.
3: Trade guild
4: Another trade guild. (yeah, I need to have 2 because with that cluncky selling system that only rewards the richest guilds, none of my guilds can afford to have a trader every week.
5: Open, probbly for an endgame guild eventually or a better trade guild.
So basically, I spend all my time in guild #1. I do all my group play with people from guild #1 because if I don't, I have to leave the channel. If I leave the channel, I may miss events or important announcements. That may annoy other people in the guild, because not everyone wants to hear what's going on in your dungeon, but hey, the game doesn't leave me any choice, we can only be in 1 channel at a time.
In my main guild, the one for which I craft gear for free, help others, get help for myself, chat with friends and create bonds, there is generally 20-25 people online most of the time, but for some reason, there is always only 5-6 max on the guild channel. How is this supposed to be OK? How can not being able to communicate with more than 20% of the current connected guildmates a good thing?
Give me just a way to solve this with the current voice chat system, just one.
You (was it you? i'm not sure) made an analogy saying we wanted to go back to payphones while we have cellphones, but your analogy goes completely backwards:
Payphone: talk only
Cellphones: talk, text, use better tools to organise events (facebook and such)...
About ESRB: If something can be said via text, it can be said via microphone, and so it cannot change the ESRB (which, if i'm right, is aleready M-rated anyways.)
It may not be practical for you, but there are many people out there such as myself that have keyboards to utilize, they even have special keyboards that plug right into the controller.

You and many gamers are accustomed to the chat log method of communication and in that form people tend to put out a lot of different information and content
The good about the chat log is IF you happen to be online, you can scroll back through various chat logs to you're liking and review tidbits of conversations and info. This method is ideal for a PC where the keyboard and mouse allow a very effective way to manage and interact without interrupting gameplay in many cases.
As to how to manage this on console...
I'd start first with a different approach. First aid start with organizing yourself with your guilds. You've done this part
Second, realize you can't be everything for everyone. You also can't be in multiple places all at once. This is good because it allows other members to also take part in guild related activities and conversations.
The guild leaders should have placed notes on each guild members name who may provide certain duties or opportunities and make sure it's viewable by other guild members. This allows people to contact you via in-game mail or messaging and outside using the console communication methods whether it be voice msgs, text msg, party invite, game invites, etc.
Regarding any guild announcements or info...the guild leadership should update msgs of the day in a way that best fits the needs of the guild members whether it be casuals or not.

In response to your pay phone comments.
-The consoles by default offer what your cellphone comment mentions. Adding text chat onto of that becomes a "which one do I use" situation and "who looks where" or "how often and when" You seem to have a grasp of what's available currently, adding more to based on a few comments in this thread outline people's desire not to utilize some things that exist is not a way to address those concerns. Allowing gamers chances to self discover is one way to address those concerns.
A lot of people just don't know how to be effective outside of their traditional behaviors. So just as you provided the cell phone example vs pay phone the request for text chat to be added can be by comparison the older person reluctant to change who still prefers a pay phone and lad line phone and even face to face communication vs stepping into the future to utilize a cell phone.
Regarding ESRB ratings...
The criteria by which ratings are assigned consist of:
-the most extreme content of the "final" product...violence, language, sexuality, gambling, drugs, alcohol, references or use.
-the "final" product as a whole - demonstrating the games context (setting, storyline, objectives) relative frequency of extreme content.
-this takes into consideration certain unique elements such as the viewers perspective, reward system and degree of player control.
Specific to the actual rating, while the ESRB rating isn't changed by online interactions, the ESRB drives notices that must be displayed to warn consumers about possible exposures to chat.
So while I'm mistaken in commenting the rating could change, the point is that these changes can cause parents to choose that a child may no longer play. Or as we've seen in games online, some video goes viral and causes a media overreaction which can put the developer out in the media is ways they may prefer not to be.

I have 4 kids... I would much rather them playing something with text than having a headset planted on their face and talking to whomever saying what ever they like...
Quite frankly being told to go %^$£ yourself among other things, has a larger impact on you when spoken with voice than on a text chat..
I think your going into the splitting of people far too much... most people already refuse to use the voice chat so that's irrelevant.
Adding text chat is not going to create this paradox your making out....
The big differences of having to listen to someone before speaking and not going off into side conversations to try and be around ppl who only agree with you vs talking and listening to everyone.

The thing is, you're confirming the point, voice communication is more influential. This confirms that depending on its use, it's more impactful. Why go to something that is so easily ignored, not valueable and more complex from a peripheral usage standpoint when this already exists in an ideal format on PC?

Your twisting my words, Yes voice has more impact, but not always in a good way. And not in its current state. Voice also allows for even more cyber bullying.
But that aside, How is text chat less valuable than voice or how is it more complex? I'd imagine the voice is far more complex to setup up and mantain..
Why something for Zenimax to consider? Well aside from the fact there are a lot of people in game who arnt even communicating? Because of the voice setup? If they added text everyone could be social.

It's your perspective that one is more comfortable than the other in the console environment. I play more console games online than PC because I know on console, I can talk to people. For the games that I don't want to talk to people, I choose PC where in many cases there is at least a text form of cummunication.

Now text abuse vs voice abuse.

The bullying or bad behavior has greater damage via text especially with screen shot and tweet, video recording and editing or reproduction capabilities. Voice can't be recorded in most cases without extra hardware and software on consoles.
Movie is more positive for this and most ideal.
In regards to how text chat is less valuable vs voice chat "on console"
-requires another peripheral to be effective
-time consuming to enter and read responses
-requires additional buttons of the controller reducing gameplay effectiveness
-pauses gameplay or takes a players hands off the control pad (unless typing with the controller which takes a lot longer)
-is impersonal
-allows other to quickly repeat text that another user may not want to see
-consoles are somewhat limited in a way to block text only communications only by user without blocking the same user all together
-requires portion of the screen which blocks or hides gameplay
As far as voice being harder to setup...well that may be but for consoles, it's a requirement for online games so either you do it or your game doesn't get approved.
Regarding people not being your definition of social and text chat somehow making everyone more social.
-some people do not want to talk or interact with others, they just want to play solo.
-text chat is yet another form of communication. If I'm on console and choose not to talk using my voice, the idea of needing to type instead and read while playing isn't a guaranteed motivation. Text chat can offer a mute or deaf gamer an opportunity to communicate but that's all it does, it offers a chance. Someone like me, if this were added will, if possible, always keep it closed so it doesn't offer them any chance to communicate with everyone.
We each will define when, where and how we want to communicate with other gamers.
Those choices begin with picking a platform.
Next is choosing a game
Lastly is by headset or mic, Kinect, ps eye or not at all.
You and some others in this topic has taken the position that a lot of others feel the way you do.
I think in the best participated poll, we saw the PC to console folks expressing interest in having the text chat added but even in that thread there was a lot of votes just cause they could vote.
Do you run into people while playing that you don't know that suggest they wish they could talk to you and others via text vs voice. I doubt it but do you?
In those cases is it regarding communication or is it just a desire to broadcast announcement like info over large areas?
I think as a PC gamer and a console gamer I have plenty of choice and opportunity.
I own both versions...I choose to play where the opportunity best fits my desires.
I'm happy as many others are as well regarding communication.
Find your happiness in a way that doesn't impact others regardless of if you see it as negative or neutral.

Neverwinter is a good example of this kinda working but the sacrifices made for it to kinda work are overwhelming reasons not to go down that path. May as well be a keyboard and mouse game....which then, it may as well be a PC game.
When you get to a point where you need another controller or device plugged in such as a mouse or keyboard you've crossed over into a "Why the heck is this on console" situation.
I would ask that you get someone involved with development to make a statement so we can finally be done with this.
